Next AFCO Committee meeting: 14 July

In the context of the exponential growth of the coronavirus disease (COVID-19), the President of the European Parliament has announced a number of measures to contain the spread of epidemic and to safeguard Parliament's core activities.

The current precautionary measures adopted by the European Parliament to contain the spread of COVID-19 do not affect work on legislative priorities. Core activities are reduced, but maintained to ensure that the institution's legislative, budgetary, scrutiny functions are maintained.

Following these decisions, the next AFCO Committee meeting will take place on 14th July from 9.00-11.00 (via videoconference).

On 14 July 2020, the Committee on Legal Affairs and the Committee on Constitutional Affairs will hold a public remote hearing on the Consequences of the Judgment of 5 May 2020 of the Second Senate of the German Constitutional Court.

Rapporteur Sandro Gozi (Renew) will give a brief presentation of his draft opinion to the Committee on Budgets on to the Commission proposal for a Council decision on the system of own resources. The Commission amended its 2018 proposal on 27 May 2020 as part of its recovery plan for Europe to address the consequences of the COVID-19 pandemic. This amended proposal allows the Commission to exceptionally borrow up to €750 billion.

Gabriele Bischoff (S&D) will present her draft report on the modification of the rules of Procedure to deal with exceptional circumstances. The draft report is based on the work of the AFCO working group on the rules Procedure, chaired by Rainer Wieland (EPP).

At our meeting on 7th July, rapporteur Mr Cimoszewicz will present his opinion to the own initiative legislative report prepared by LIBE committee. The draft opinion highlights the substantial deterioration in the EU with regard to the observance of fundamental values, in particular the rule of law, which is one of the core values of the EU as a community based on law.

Members of the committee will vote on the agreement reached between the Parliament and the Council on the amendment to the European Citizens' Initiative Regulation. This text aims to remedy the situations where the organisers of European Citizens Initiatives are unable to campaign and collect the statements of support due to the restrictive measures adopted by Member States when fighting the COVID19 outbreak.
