On 17 July 2018 in the EU-Japan Summit in Tokyo the political framework agreement ‘EU-Japan Strategic Partnership Agreement (SPA)’ and the free trade agreement ‘EU-Japan Economic Partnership Agreement (EPA)’ were signed. The hearing will take stock of this bilateral strategic partnership and comes just after the Foreign Affairs Committee (AFET) vote on SPA Consent and Resolution on 21 November. The agreement will be debated and voted in the December plenary.

The future of EU assistance for third countries, including its neighbours and developing countries, with a proposed total of nearly EUR 90 billion (2021-2027), will be discussed in a public hearing by MEPs and experts on Tuesday, 9 October.

The hearing aims to help shape Parliament's position on the proposed "Neighbourhood, Development and International Cooperation Instrument" (NDICI) of the EU, which the Committees on Foreign Affairs (AFET) and on Development (DEVE) will jointly draft over the coming weeks, ahead of negotiations with the Council. Invited experts and civil society representatives will be asked how best to ensure that the instrument makes a significant contrition to financing sustainable development, to enhancing policy coherence for development and to making the EU a more effective global player. The hearing, jointly organised by AFET and DEVE, will take place in Brussels, József Antall (JAN) 2Q2, on 9 October from 09.00 to 11.30, and will be webstreamed live.

The Committee on Foreign Affairs (AFET) in association with the Committee on International Trade (INTA) will hold a public hearing on 'Strategies for China' on 24 April at 14:30-15:50 in Brussels (room: JAN 2Q2).

Expert speakers will make presentations on China's strategy in Europe, visions on China's rising role in international relations in the future and on EU-China trade relations.Presentatiosn are followed by discussion with Members of the Committee. The meeting will be chaired by AFET Chair David McAllister.

A hearing on instruments financing EU's external action will take place in the Committee on Foreign Affairs on 1 February from 10:45 to 12:30 (room PHS 3C50), in the presence of Commission services and EEAS representatives, as well as several renowned experts.

A draft implementation report on the subject matter will be presented by AFET rapporteur Ms Marietje SCHAAKE (ALDE, NL). The event is organised in the context of the recent mid-term review of the Instruments, and preparation for a new set of instruments in the post-2020 Multi-annual Financial Framework.

On 4 December 2017, the Foreign Affairs Committee will hold a hearing on the "Prospects for Libya in the current regional context". The hearing will assess the current political and security situation in Libya and the prospects for the stabilisation of the country, ahead of the two-years deadline of the Libyan Political Agreement.

It aims to discuss what role the EU should play in order to support the UN-led political negotiations as well as the interests and roles of different regional and international players.

The panel will consist of the chargé d'affaires of the Libyan Mission to the EU, Mr Mohamed Farhat, and of two experts, Mr Karim Mezran, resident senior fellow of the Rafik Hariri Centre for the Middle East in the Atlantic Council, and Mr Mattia Toaldo, senior fellow of the European Council on Foreign Relations. The discussion of this hearing will feed into the recommendation on Libya that the European Parliament is due to adopt in the coming months.
