The Commission has proposed to review the framework for electronic communications by way of a consolidation of four of the existing instruments into a European Electronic Communications Code. The ePrivacy Directive is being dealt with separately and not included in the Code. BEREC (Body of European Regulators for Electronic Communications) is dealt with in parallel but as a separate regulation, see separate subject file.

The main aims of the proposal are to ensure (i) a consistent single market approach to spectrum policy and management (ii) effective protection of consumers, (iii) a level playing field for market players and consistent application of the rules, (iv) incentivising investment in high-speed broadband networks, and (v) a more effective regulatory institutional framework.
