The ENVI Committee voted on 2 and 3 September on a revamped proposal on a Union Civil Protection Mechanism (UCPM) and its rescEU instrument: a key MFF file also in the EU response to the COVID-19 pandemic.

With a reinforcement of roughly 2 billion EUR on top of the previous proposal, the UCPM and rescEU must be equipped with stronger, speedier, more effective and flexible instruments to respond to all sorts of risks and threats the Union is and will be facing: from communicable diseases to blazing forest fires. ENVI's speedy adoption ensures that the Parliament is in a position to start negotiations with a view to making the system operational in record time.
