On 24 June, Johannes Hahn, Budget Commissioner, presented to BUDG Members the Commission's Draft Budget for the year 2021, as adopted by the college of Commissioners. In line with Article 314 TFEU, this presentation kicks off the annual budgetary procedure, whereby Parliament is expected to respond to Council's position on the Draft Budget in the Autumn.

At the June plenary, Parliament adopted guidelines for the 2021 budget, prepared by the BUDG committee on the basis of a proposal by the general rapporteur for Section III of the EU budget, Pierre Larrouturou (S&D, FR).

In the light of the unprecedented crisis facing the Union, Parliament calls on the European Commission to present a draft budget that contributes significantly to a long-lasting Recovery Plan to face the COVID-19 crisis, including through a massive investment part financed by the Union as of 2021, and building on the European Green Deal.
