Vote on CONT Opinion on the Recovery and Resilience Facility (RRF)

On 15.10.2020, the Budgetary Control Committee voted on the opinion to ECON/BUDG on establishing a Recovery and Resilience Facility. This is an unique instrument to address the shock to the EU caused by the COVID-19 pandemic. The current proposal however falls short as regards the protection of the EU's financial interests. CONT proposals aim to remedy these shortcomings by making reference to the importance of the rule of law and emphasising sound financial management.

The deadline for amendments on the proposal lapsed on 29 September and the Members filed 212 amendments. As became clear during the discussion on 28 September, the contributions of the Members were quite aligned, focusing mainly on the issue of the Rule of Law, the Protection of the EU financial interest, the position of the RRF in the discharge procedure and related reporting by the Commission and the adoption of the Recovery and Resilience plans. The rapporteur convened a shadows' meeting in which agreement was found on several compromise agreements.
