Une commission peut organiser une audition d''experts lorsqu''elle estime que celle-ci est indispensable pour ses travaux sur une question déterminée. Les auditions peuvent aussi être conduites conjointement par deux commissions ou plus. La plupart des commissions organisent régulièrement des auditions, qui leur permettent de connaître les points de vue d''experts et de débattre sur de grands enjeux. The Committee on Budgets hosted a public hearing to discuss the EU financial assistance to Africa and Latin America in the context of the 2021-2027 EU long term budget (multiannual financial framework - MFF).

Members of the BUDG and the CONT Committees exchanged views with Commission's representatives, the Chair of the EU Agencies Network, three EU Agencies and the European Public Prosecutor's Office (EPPO) on resources issues faced by Agencies, Bodies and Joint Undertakings, as regularly flagged in the budgetary cycle and the discharge.

Reconstruction of Ukraine

The hearing brought together speakers from EU politics and academia to discuss Ukraine’s short- and long-term reconstruction needs and the financial implications for the EU budget. It provided expertise and timely input to Members at a time when the reconstruction debate is picking up speed and the groundwork for future political and legislative preparations at EU level is laid.

The Committee on Budgets held a public hearing on the EU budget and its impact on the EU external action and its crisis response capacity. The Committees on Foreign Affairs and Development were invited to participate in the hearing.

The Committee in Budgets held a public hearing on social and biodiversity tracking in the EU budget and EU policies. The hearing aimed to provide the Committee on Budgets - and the Committee on the Environment, Public Health and Food Safety for the first panel - with insight on social and biodiversity methodologies which are or could be applied to the EU budget and EU policies.

The Committee on Budgets, in association with the Committee on Development, held a public hearing on the "Implementation and Financing of COVAX: Successes, Challenges and Lessons for the Future". The hearing focused on the current state of play, mechanisms in place and the current and possible future financial needs of the COVAX initiative. It sought to understand how EU financing has supported vaccine research, production and distribution efforts.

The Committee on Budget held a public hearing against the background of the roadmap towards the introduction of new own resources. MEPs examined in particular the three new own resources which are expected to be subject of ‘sectoral’ and budgetary legislative initiatives in Q2 of 2021: the digital levy, the revised ETS and the Carbon Border Adjustment Mechanism.

Parliament has set out its position on an ambitious coronavirus recovery plan to reboot the EU economy. MEPs are calling for citizens, the environment and digitalisation to be at the heart of the next long-term budget and the economic recovery.

On 23 January, the BUDG committee held a public Hearing entitled "Own Resources and Fiscal Policy harmonisation: Untapped potential for synergies?", under the chairmanship of the two own-resources rapporteurs Mr José Manuel Fernandes (EPP, PT) and Ms Valérie Hayer (RE, FR).

The Committees on Budgets and Budgetary Control questioned the commissioner-designate on future budget policy and protecting the EU’s financial interests. Political groups’ coordinators and chairs from the two committees will meet within 24 hours to assess the performance of the Austrian Commissioner-designate Hahn.
