Digitalisation and Big Data: Implications for the health sector

Workshop big data

The digitalisation of medicine allows the comparison of disease progression or treatment responses from patients worldwide. However, digitalisation is going on in each sector of the economy and it has been put at the core of the EU activities, particularly through the Digital Single Market Strategy (DSM) (COM (2015) 192 final), which is one of European Commission’s 10 priorities.

This strategy aims to open up digital opportunities for people and business and enhance Europe's position as a world leader in the digital economy and society.

Recently, the progress made in the implementation of the DSM was assessed and new initiatives were proposed. The DSM proposals aim to ensure that the digitisation in health and care will benefit EU citizens (providing them with better treatment, prevention and early diagnosis of diseases) and deliver more sustainable health and care systems across the Union.

Sustainability of Health Systems

SUSTAINABILITY OF HEALTH SYSTEMS

Health systems contribute to preserving and restoring good health of the EU population. They also enable people to live independently through the provision of social care services. The health care sector also plays an important role in the overall economy: it accounts for 8% of the total European workforce and for 8.5% of GDP in the European Union. The sector contributes to economic prosperity through improving labour market participation and productivity .

All EU Member States face strong and growing fiscal pressures on their health and long-term care systems, driven by already high levels of public expenditure and debt in most countries, demographic pressures and technological advances.
EU Member States' future ability to provide universal and equitable access to high quality care will depend on making health systems more resilient, more capable of coping with the challenges ahead and while remaining cost-effective and fiscally sustainable.

The aim of the workshop is to feed into the debate and help prepare the EP position on the Commission proposal on post 2020 CO2 emission targets for cars and vans (COM (2017) 676) . It will try to answer among other the following questions:

· What would be a fair contribution from the road transport sector to reach EU climate goals? Can it be achieved with the Commission proposal as it stands?
· How to improve the uptake of the most efficient vehicles, including low and zero emission vehicles (LEV/ZEV)?

Please note that while the workshop is in principle open to the public, you need to have access to the European Parliament to be able to attend. (No special registration for the workshop available).

The third EU Health Programme (2014-2020) is relatively minor in terms of magnitude, but it has a significant impact on the work done by public health practitioners across the EU. It achieves certain, albeit modest, global resonance that is important for its recognition. The programme is instrumental in creating and maintaining a strong professional public health community at European level that finds it natural to exchange knowledge and experience.

The programme has four overarching objectives. It seeks to:

  1. Promote health, prevent diseases and foster supportive environments for healthy lifestyles taking into account the 'health in all policies' principle,
  2. Protect EU citizens from serious cross-border health threats,
  3. Contribute to innovative, efficient and sustainable health systems,
  4. Facilitate access to better, sustainable and safer healthcare for EU citizens.

Complementary and alternative therapies for patients today and tomorrow

Workshop CAM © European Parliament

Complementary and alternative therapies do constitute a part of complementary and alternative medicine (CAM). CAM is now used by every other citizen of the European Union (EU) because more people are seeking natural and gentler treatments, increasingly supporting integration of CAM within existing healthcare systems. This increased demand seems to create a favorable position for CAM within this area. However, CAM practice and its application is different across the continent.

We face a huge diversity in regulation across the EU with regards to who can practice CAM, what qualifications are required and how the services are offered and financed.

For instance, in Austria, France, Spain and Italy, only medical doctors can practice acupuncture while in the Netherlands, Germany and the UK, it is widely performed by non-medically qualified practitioners. This "patchy" provision means that EU citizens experience certain barriers that limit their access to CAM.

Immune system disorders cause abnormally low activity or over activity of the immune system. In cases of immune system over activity, the body attacks and damages its own tissues (autoimmune diseases). The scope of the workshop is to get an answer to questions such as: Why does somebody's immune system start attacking its own health cells? How much is this related to modern way of living? What are the causes? Do we talk enough about AID?

Based on that, the workshop shall cover the following topics: a. Definition-diagnose of autoimmune diseases; b. The possible causes of the development of ADs; c. Prevention and treatment
