The next Committee Meeting will be held on Monday 26 October 2020 (13.45 - 15.45 and 16.45 - 18.45) and on Tuesday 27 October 2020 (9.00 - 11.00 and 11.30 - 12.30) in Jozsef Antall (4Q2).

The meetings will be with remote participation for Members (being able to view and listen to proceedings, ask for the floor and intervene in the meeting). Other participants are invited to follow the meeting through webstreaming.

On 28 September IMCO Members adopted by 39-1-5 the draft report entitled "Digital Services Act: Improving the functioning of the Single Market". Over 900 amendments were tabled by the shadow rapporteurs and other MEPs on this file. The Report calls on the Commission to put forward a proposal for a Digital Services Act following a set of recommendations on transparency and consumer protection, artificial intelligence, the need to tackle the spread of illegal content online, ex ante regulation

On 28 September, the European Commission presented the Amending Regulation (EU) No 168/2013 as regards specific measures on L-category end-of-series vehicles in response to the COVID-19 outbreak. The COVID-19 pandemic is causing major disruption which is impacting the motorcycle industry in the form of multiple shocks with on the one hand immediate disruption of production sites and of international value chains and on the other hand a sizeable drop in demand and increase of vehicles in stock.

On 28 September Members exchanged views with T. Breton, Commissioner for the Internal Market, on the Member States’ (MS) response to the COVID-19 crisis. The discussion focused on the lack of coordination of measures, imposing restrictions to the free movement of services and goods, adopted by MS as a response to the COVID-19 crisis in the last six months, leading to a lack of legal certainty and predictability for consumers and businesses, and ultimately to a fragmentation of the Single Market.

On 28 September, the IMCO Committee considered the compromise amendments to the draft report on “Addressing product safety in the single market”. The set of draft compromise amendments discussed so far looks at improving the safety for all products, including those offered online and manufactured in third countries, and ensuring the compliance to the EU rules of products entering and circulating in the internal market.

This study defines loot boxes and describes their behavioural effects, including problematic behaviour. It examines the regulatory framework at EU/national level within which loot boxes operate, provides an overview of public and industry practices, and derives recommendations. Framing the debate around loot boxes, away from gambling and towards consumer protection, would provide the EU with an array of tools to address problematic practices and minimise potential harm, especially for minors.
