The proposal for a regulation of the European Parliament and of the Council on the Governance of the Energy Union was put forward by the Commission as part of the package ‘Clean Energy for all Europeans’.

The main objective of the proposal is to establish a regulatory framework for the Governance of the Energy Union, by defining a political process between Member States and the Commission so as to achieve the Energy Union objectives, notably its 2030 targets for energy and climate. It also proposes a streamlining and integration of existing planning, reporting and monitoring obligations in the energy and climate fields. And it integrates monitoring, reporting and verification requirements under the UNFCCC and Paris Agreement in the Governance of the Energy Union.
