Plenary to vote on budgetary amendments and resolution to 2020 Union budget

At its plenary sittings of 22 and 23 October, Parliament will discuss and vote over 1200 amendments tabled to Council's reading of the 2020 Draft Budget. In its March resolution, Parliament set as its main priorities: to create sustainable, economic growth and jobs, invest in innovation and research, boost competitiveness, ensure a safe, secure Europe, strengthen working and living conditions, enhance cohesion, and bolster the Union in its fight against climate change.

The preparatory work has taken place in BUDG under the guidance of the General Rapporteur for the Commission's budget, Ms Monika Hohlmeier (EPP), and the rapporteur for the other institutions' administrative budget, Ms Eider Gardiazabal Rubial (S&D).The vote gives Parliament's negotiators a mandate for negotiations with Council on the Union budget. The first conciliation meeting between the Council and the Parliament is scheduled for November 4.

BUDG adopted contingency plan for EU 2020 budget in case of no-deal Brexit

On 14 October, BUDG Members adopted the contingency measures on implementing and financing the EU budget in 2020 in the event of a 'no-deal' Brexit proposed by the Commission. With this extension of the 2019 contingency Budget Regulation now adopted, the UK and UK beneficiaries will remain eligible to participate in programmes under the EU budget and to receive financing until the end of 2020,

provided the UK accepts and fulfils the conditions set out in the Regulation, pays its budget contributions for 2020 and allows the required audits and controls to take place.

Parliament needs to give its consent before Council can adopt these measures. The vote in plenary is provisionally scheduled to take place during the November II plenary session.

Debate on EU aid to redundant Carrefour employees in Belgium

On 14 October, Members of the BUDG committee discussed a recent application by Belgium to mobilise the European Globalisation Adjustment Fund (EGF). The application concerns a contribution from the EU budget of EUR 1,6 million aimed at facilitating the re-integration into the labour market of 400 workers made redundant by Carrefour Belgique, as well as an additional 330 young persons not in employment, education or training (NEETs).

The debate was based on the draft report by rapporteur José Manuel Fernandes (EPP, PT).

The vote in committee will take place on 6 November.

EU Commissioner-designate responsible for Budget heard by BUDG and CONT

On 3 October 2019, Mr Johannes Hahn, the designated member of the von der Leyen Commission to be in charge of the ‘Budget and Administration' portfolio, was heard by the Committees on Budgets and on Budgetary Control. The Committee on Legal Affairs was also associated for the portfolio's administration aspect. Each hearing is set to last three hours, during which the commissioner-designate will give an opening speech and then answer questions posed by committee members.

"Time to meet citizens’ expectations" on the EU's long-term budget

On Thursday 10 October, MEPs debated and approved a resolution on the EU's next long-term budget for 2021-2027, calling on the Council to finally open talks so that a deal can be reached in a timely manner. Given that negotiations on the EU's long-term budget can be drawn out over many months, the resolution calls on the Commission to prepare back-up plans allowing for the extension of the current budget in case a deal is not reached in time.

This would ensure that citizens, organisations and projects currently benefiting from EU funding are not suddenly cut off from crucial resources.

The BUDG negotiating team is composed of MFF co-rapporteurs Jan Olbrycht (EPP, PL) and Margarida Marques (S&D, PT), own resources co-rapporteurs José Manuel Fernandes (EPP, PT) and Valérie Hayer (Renew Europe, FR), as well as Rasmus Andresen (Greens, DE) and Johan Van Overtveldt (ECR, BE), BUDG chair.

The Parliament has been ready to negotiate since November 2018, when it adopted its position, including concrete figures for programmes and proposals to overhaul the EU's own resources system. The European Council is expected to discuss its orientations on the long-term budget during a summit on 17-18 October.
