The outbreak of the COVID-19 pandemic has changed the economic outlook for the years to come in the Union. The short-term impact in each Member State will depend on the duration and severity of the lockdown measures, the composition of output and the economic policy measures taken to cushion the immediate impact of the crisis. The risk of a distortion of the level playing field of the Single Market can lead to increasing economic divergences in the EU in the absence of decisive policy action.

Public hearing on “Combatting Money-Laundering in the EU Banking system”

On 03.09.2020, the Committee on Budgetary Control held an in camera exchange of views with EIB representatives to discuss the state of play of the review of the EIB's anti-money laundering (AML) and countering the financing of terrorism (CFT) processes.


On 03.09.2020, CONT Committee organised an exchange of views with OLAF and Commission representatives on the restructuring of OLAF, in order to receive more detailed information about the background and implications of the reorganisation.


CONT Coordinators approved a calendar of the discharge 2019 procedure, with Plenary votes on all discharge files to be scheduled for week 17 (April 2021) in Strasbourg. Due to COVID-19, ECA will delay the publication of its annual report to Tuesday, 10 November 2020. The presentation in CONT committee is planned on the same day.

The Committee on Budgetary Control decided to submit an opinion in the form of a letter on the proposal for a Council decision on the system of own resources of the European Union (2018/0135(CNS)). CONT calls on the Committee on Budgets, as lead committee, to incorporate the proposed suggestions into its motion for a resolution.

The European Public Prosecutor's Office (EPPO), which can carry out criminal investigations and bring indictments related to criminal offences affecting the Union’s budget in the participating Member States, was set to assume its investigative and prosecutorial tasks as of November 2020. It became therefore necessary to render the OLAF and EPPO Regulations compatible.
