Further to a hearing held in the European Parliament on "Combatting money laundering in the EU banking system", in which representatives of Danske Bank took part, the Special Committee on Financial Crime, Tax Evasion and Tax Avoidance (TAX3) decided to send a delegation to Estonia and Denmark to study more in detail the money laundering scandal involving Danske bank in Denmark and its subsidiary in Estonia.

The delegation will also deal with the eventual Estonian and Danish dimension of the CumEx scandal.

Within this framework, a committee delegation, led by the chair of the TAX3 Committee, Mr Petr Jezek (ALDE), and consisting of the TAX3 co-rapporteurs, Mr Luděk Niedermayer (EPP) and Mr Jeppe Kofod (S&D) and other five significant Members of the TAX3 Committee, will engage with stakeholders on the application and enforcement of EU prudential supervision and anti-money laundering legislation in both countries. The delegation will meet, amongst others, with journalists, Danske Bank representatives, the national supervisory and enforcement authorities of both countries, the Estonian Minister of Finance, the Danish Minister for Industry, Business and Financial Affairs and Members of the Danish parliament.

TAX3 Mission to the Isle of Man

From the 22 to the 23 of November a delegation of the Special Committee on Financial Crimes, Tax Evasion and Tax Avoidance (TAX3) will conduct a mission to the Isle of Man. The aim of the visit is to discuss with both public and private stakeholders different aspects linked to the fight against money laundering, tax evasion and avoidance, notably the treatment of VAT and the policy evolution regarding ultimate beneficial ownership.

The delegation will engage with public authorities such as the Chief Minister, the Ministry for the Treasury, the Financial Intelligence Unit, the Financial Services Authority, the Gambling Supervision Commission and some committees of the Tynwald.

In addition, private stakeholders such as the Law Association, the Banking association and some experts will also be met.

Next 30 and 31 August, a delegation of the Special Committee on Financial Crimes, Tax Evasion and Tax Avoidance (TAX3) will conduct a mission to Latvia. The visit aims at discussing with both political counterparts and experts the circumstances of the voluntary liquidation of ABLV Bank, which was the third largest bank of Latvia.

The delegation will also visit the premises of the Freeport of Riga, and will hold meetings with civil society stakeholders to gain a better understanding of Latvian financial and customs policies.

The delegation will meet with counterparts from the responsible committees of the Latvian Parliament; the Minister of Finances; Anti Money Laundering authorities, and the association of Latvian Commercial Banks.

From 16 to 18 July, a delegation of the Special Committee on Financial Crimes, Tax Evasion and Tax Avoidance (TAX3) will conduct a mission to the United States. The purpose of the visit is to discuss with counterparts and interlocutors the state of play and future perspectives for transatlantic cooperation in the fight against financial criminality, tax evasion and tax avoidance and how to improve both tax and beneficial ownership transparency at international and OECD level.

The delegation will also engage with interlocutors across the pond on topical issues such as digital taxation, the recent US tax reform, country-by-country corporate income tax reporting, money-laundering risks posed by of crypto-currencies, and tax havens.

The delegation will meet with counterparts in the US Congress (both Senate and House of Representatives) as well as with representatives of the US Department of Justice, the US Treasury, the Financial Crimes Enforcement Network (FinCEN), and from IMF and the World Bank. It will also meet journalists from the ICIJ, US tax experts, and digital companies.
