As part of the review of the telecoms regulatory framework, the Commission has proposed a regulation establishing the Body of European Regulators for Electronic Communications (BEREC).

The main aim of the proposal is to turn BEREC into a fully-fledged EU Agency, with a broader mandate than that held by BEREC in its current form. The BEREC Office - which currently provides professional and administrative support to BEREC and has the status of an EU Agency - would be subsumed into the new BEREC Agency.

So far, Parliament has taken a different approach and has maintained the current split between BEREC and the BEREC Office, on the grounds that the two bodies are working well at the moment. Nonetheless, Parliament supports giving legal personality to BEREC, since Parliament's position for the Electronic Communications Code includes making BEREC responsible for taking certain binding decisions.
