This Regulation lays down temporary rules on the levying of charges for the use of railway infrastructure. In order to counteract the negative economic effects of the COVID-19 pandemic, railway undertakings may need financial support. This Regulation introduces the possibility for Member States to authorise infrastructure managers to reduce, waive or defer the payment of the charges for accessing rail infrastructure for a limited period, meaning from 1 March 2020 until 31 December 2020.

Other than track charges this Regulation covers also marks-ups, reservation charges, refund by Member States to infrastructure managers and adjustments of the network statement.
