Next AFCO Committee Meeting - 28 October 2020

The President of the European Parliament announced a number of measures to contain the spread of the Covid-19 epidemic and to safeguard Parliament's core activities.

The current precautionary measures adopted by the European Parliament to contain the spread of COVID-19 do not affect work on legislative priorities. Core activities are reduced, but maintained to ensure that the institution's legislative, budgetary, scrutiny functions are maintained.

Following these decisions, the next AFCO Committee meeting will take place on 28 October (Brussels and via videoconference).

AFCO will vote on an opinion in the form of a letter on the proposed new Recovery and Resilience Facility, which will be part of the EU Recovery Instrument. This Facility is intended to offer financial support for public investments and reforms, as set out in Member States’ recovery and resilience plans.

AFCO will vote on this draft opinion to LIBE dealing with European Arrest Warrant and Surrender Procedures between Member State. Members have submitted a total 44 amendments and the rapporteur has proposed 7 compromise amendments.

The Committee will proceed to the vote on the amendments to the Rules of Procedure aimed at ensuring the functioning of Parliament in extraordinary circumstances and adding a new Title (XIIIa) to the current text in force.

During its meeting of 12 October, the Committee will consider the draft opinion by Pedro Silva Pereira (S&D), which contributes to the assessment of the European Commission’s annual reports on the Monitoring the application of EU law in 2017, 2018 and 2019 carried out by the Legal Affairs (JURI) committee.

On 24 September 2020, the Committee on Constitutional Affairs will hold a public remote hearing on the 'Transnational lists and the Spitzenkandidaten principle', bringing together both internal and external experts who will discuss with AFCO Members the issues of transnational lists and the lead candidates system, based on lessons to be drawn from the last European elections and following inter-institutional nominations’ cycle.

Paulo Rangel (EPP) will present his draft opinion, AFCO is to provide to LIBE committee on the implementation of the Framework Decision on the European Arrest Warrant (FDEAW), an emblematic legal instrument of judicial cooperation in criminal matters adopted by the Council before the entry into force of the Treaty of Lisbon.
