Union Customs Code Delegated Act (UCC DA)
The UCC (adopted in 2013) is applicable as from 1.05.16 subject to appropriate supplementing/implementing acts being put into place. These acts together with the UCC form a legal package which aims to improve the functioning of the EU customs union as a whole by enhancing the uniform application of the customs regulation throughout the customs territory of EU by the MS’ national customs services. The UCC IA was adopted by EC end 11.2015. On 13.11.15 Coordinators decided not to oppose to the EC'sAct as the EC didn't exceed its implementing powers.
On 17.12.15 the EC notified to the EP and Councilthe UCC Transitional delegated Act. This Act lays down provisions for atransitional period (up to 31.12.20) during which the electronic systems forthe exchange of information between customs authorities and EC and for thestorage of such information as laid down in the Work Programme are finalized.
Procedural remarks: for this Act the EP has the rightto object within 2 months (+ 2 month extension). Deadline for the EP to oppose the Transitional Delegated Act: 17/02/2016 (with possibility to extendit by 2 months up to 17/04/2016).
