Third meeting of the Joint Parliamentary Scrutiny Group (JPSG) on Europol

In the light of the recent Paris attacks, MEPs vote to make Europol, the European police office, more effective and urge Member States to fully cooperate.

The third meeting of the JPSG will take place 24-25 September 2018 at the European Parliament, Brussels. The meeting that brings together Members of national parliaments and the European Parliament will meet to fulfill the scrutiny and oversight on the activities of Europol including on fundamental rights. The JPSG meets at least twice a year. It is Co-Chaired by the European Parliament and the country holding the rotating Presidency of the Council of the European Union.

A priority debate will be held on the 2019-2021 Multiannual Programming Document and on Europol's contribution to the fight against financial crime, asset recovery and money laundering.

The second meeting of the JPSG will take place 18-19 March 2018 in Sofia, Bulgaria. It will continue the work on the adoption of its Rules of Procedure, as well as fulfill the scrutiny and oversight on the activities of Europol including on fundamental rights. The JPSG brings together representatives of national parliaments and the European Parliament and meets at least twice a year.

Other priority debates will be held on past and future cooperation of Europol with the Western Balkan countries, cybersecurity and illegal content online, the fight against terrorism and organized crime as well the Europol 2019-2021 Multiannual Programming Document and on Europol's external strategy 2017-2020.

The constituent meeting of the JPSG, taking place in the European Parliament on 9 and 10 October 2017, shall bring together representatives of national parliaments and the European Parliament.

Pursuant to Article 88 of the Treaty on the Functioning of the European Union and Article 51 paragraph 1 of the Europol Regulation and in accordance with Article 9 of Protocol 1 of the Treaty of the European Union and the Treaty of the Functioning of the European Union, the Conference of Speakers of European Union Parliaments on 23-24 April 2017 established the Joint Parliamentary Scrutiny Group (JPSG) on the European Union Agency for Law Enforcement Cooperation (Europol). This newly created body will politically monitor the agency's activities in fulfilling its mission, including as regards the impact of those activities on the fundamental rights and freedoms of natural persons.

High-level conference on migration management

Managing migration and ensuring a stable and prosperous environment at the borders of the EU will top the agenda at a high-level conference on 21 June from 14:30 to 19:30 in Brussels. The European Parliament will host the conference on migration management ahead of the EU summit to launch a platform for regular dialogue between all actors involved.

It will address responsibility sharing among Member States, ensuring a stable and secure environment both in and at the external borders of the EU, and tackling the root causes of migration through cooperation with third countries.
The conference takes place at the initiative of President Antonio Tajani and is co-organised by the relevant parliamentary committees. Speakers include:

On 12 April 2017 at the request of the JURI and LIBE Committees, the Policy Department for Citizens Rights and Constitutional Affairs will organise a joint workshop on "The training of judges and legal practitioners – ensuring the full application of EU law".

European judicial training is key to facilitate judicial cooperation and to ensure the coherent application of EU legislation, promoting mutual trust between legal practitioners across Europe. In its 2011 Communication "Building trust in EU-wide justice: a new dimension to European judicial training," the European Commission set the objective to enable half of all legal practitioners in the European Union to participate in European judicial training activities by 2020. The Workshop will provide an opportunity to discuss with experts the current state of play of training of legal practitioners across Europe, as well as existing challenges and good practices to overcome them.

A series of debates on the portrayal of migration through cinema will take place followed by a sequence of screenings focussing on this topic.

The fourth debate will be next Wednesday, 15th July hosted by MEP Roberta Metsola (EPP) after the screening of the movie "Akadimia Platonos" by the Director Filippos Tsitos.
