Policy Dialogue with EUI: EP Elections - Challenges and Opportunities

The Policy Dialogue “EUROPEAN PARLIAMENT ELECTIONS - CHALLENGES AND OPPORTUNITIES OF NEW DIGITAL TECHNOLOGIES” will bring together Members of European Parliament and staff with academics from the European University Institute (https://www.eui.eu//) via video-conference between Florence and Brussels. The academics invited have done important research on the impact of informational tools on their users in the context of democratic elections.

With back-up from Social and Political Science they have identified trends concerning possible information biases from new digital technologies as well as new technological opportunities to improve election campaigns. In view of the upcoming European elections of 23-26 May 2019, experts will present aspects of their research on the topic over the last years: Prof Giovanni Sartor: "European Parliament elections and digital tools." Prof Pier Luigi Parcu: "Digital technologies' challenges to media and democracy." Prof Dino Pedreschi: "Effects of algorithmic bias in social media platforms." Prof Andrea Calderaro: "Artificial Intelligence (AI), democracy and cybersecurity." Prof Diego Garzia: "Technological opportunities to improve turnout in EP elections." Prof Dr Danuta Huebner (Chair of the Committee on Constitutional Affairs) will introduce the event from the point of view of European Politics from the European Parliament in Brussels. On 2 July, during the meeting of the Committee on Constitutional Affairs, an exchange of views was held on Brexit preparedness with Pascal Leardini, Director of Institutional and Administrative Policies, Brexit Preparedness Group, European Commission. This was followed by an exchange of views with the EP Coordinator on Brexit, Guy Verhofstadt and Danuta Hübner, member of the Parliament's Brexit Steering Group, about the state of play of negotiations.

On 21 March, during the meeting of the Committee on Constitutional Affairs, an exchange of views was held with the EP Coordinator on Brexit, Guy Verhofstadt and Danuta Hübner, member of the Parliament's Brexit Steering Group, about the state of play of negotiations. This was followed by a discussion with Dr Helena Raulus, of the UK Law Societies, on the text of the draft Withdrawal Agreement.

During the AFCO meeting of 21 November, the Committee heard from two citizens' associations about the impact of Brexit on EU citizens in the UK and UK citizens living in the EU.

Fiona Godfrey and Jane Golding represented "British In Europe" and Anne-Laure Donskoy reprsented the organisation "The 3 Million".

During the AFCO meeting of 21 November, the Committee heard from two experts during the workshop 'Brexit and the issue of the jurisdiction over the Withdrawal Agreement and the future relationship agreement between the EU and the UK' organised by the Policy Department for Citizens’ Rights and Constitutional Affairs.

- Professor Antonio Francisco Fernández Tomás presented the study on "Settlement of disputes arising from the United Kingdom's withdrawal from the European Union"
- Professor Steve Peers presented a briefing on "Jurisdiction upon and after the UK's withdrawal: the perspective from the UK constitutional order"

Exchange of views on the "Role of cities in the institutional framework of the Union"

On 11 October 2017, an exchange of views was held in AFCO committee on the preparation for the draft report on "Role of cities in the institutional framework of the Union" (Rapporteur: Mr Ujazdowski).

Four guest speakers took the floor for the discussion: Franco Iacop, the Vice-President of the Committee of the Regions; Luc Martens, Vice-President of the Council of European Municipalities and Regions; Anna Lisa Boni, a representative of Eurocities and Prof. Rafał Matyja, from the University of Information Technology and Management in Rzeszow, Poland.

During the meeting of the Committee on Constitutional Affairs on 28 September, a workshop was held on 'The impact and consequences of Brexit on the devolved administrations of Scotland, Wales and Northern Ireland and on the Overseas Territory of Gibraltar'. During this workshop, presentations were given on two research papers commissioned by the Policy Department for Citizens' Rights and Constitutional Affairs.

First, Jonathan Tonge, Professor at the University of Liverpool, presented his paper on 'The impact and consequences of Brexit on Northern Ireland'. This was followed by a presentation by Professor Michael Keating, University of Aberdeen, on 'The impact and consequences of Brexit on the Overseas Territory of Gibraltar and the devolved administrations of Scotland, Wales and Northern Ireland'. A debate with Members followed.
