Landing obligation: state of play before its full implementation in January 2019

The CFP seeks to phase in the implementation of the landing obligation from 2015 through to 2019 for all commercial fisheries in European waters and for European vessels fishing in the high seas. The objective of this hearing is to have an overview of the state of play of the landing obligation before its full implementation in January 2019. It would be an opportunity to hear experts' opinions on the evolution of its implementation since the last hearing in April 2017 and to discuss challenges ahead, solutions and good practises.

"Encounters" between science and management in Fisheries

On 21 March 2018, PECH Committee is organising a public hearing entitled ""Encounters" between science and management in fisheries". Centred on the fixation of Total Allowable Catches (TACs) on fish stocks, this event will allow Members to listen and ask questions to some representatives of scientific bodies, of fishermen and of the civil society (NGO).

These invited experts are to present their contribution to, or their point of view on, the regular TACs setting process, from the requests for scientific advice to the final Council decisions.

Super-trawlers: destructive or sustainable?

On 9 October 2017 the Committee on Fisheries will organise a Public Hearing on "Super-trawlers: destructive or sustainable?".

The objective of this hearing is to better understand the role of super-trawlers from the point of view of the industry as well as from a small-scale and artisanal perspective and at the same time to analyse the environmental and ecological aspects of super-trawlers.

Consumption of fish in Europe: new forms of food education

On 21 June PECH Committee is organising a public hearing on the "Consumption of fish in Europe". PECH Members will listen to different presentations from various experts on the subject and will have the opportunity to ask questions.

It is important for consumers to be aware of the situation of stocks on the market so that they can make a responsible choice when buying fish. The objective of this hearing is to report on the measures and instruments that enable them to know the state of the fisheries by encouraging them to consume fish species that are less well known but less exploited. The aim of this responsible action is to contribute to the restocking of the most threatened species, while ensuring the health and well-being of the consumer.

Hearing on the Implementation of the landing obligation and allocation of quotas

On 24 April 2017, the Committee on Fisheries will hold a hearing on the "State of play of the implementation of the landing obligation and allocation of quotas by the Member States".

Since 2015 the landing obligation is being implemented on a gradual basis. Each fishery has its own specificities and differences which makes the implementation of the landing obligation a major challenge for fisheries management. The purpose of this hearing is to assess the state of play of its implementation and discuss some possible trials and solutions developed by different stakeholders over the last few years.

Management of Fishing activities in Natura 2000 areas

The Committee on Fisheries of the European Parliament is organising a public hearing on the "Management of fishing activities in Natura 2000 areas

During the preparation and development of the Natura 2000 management plans it became obvious that fishing activities in these areas will be restricted. In the end, regulations could cause large marine areas, for example 30% of the German EEZ, to be totally banned from fishing.

The measures could restrict so far applied rights of the fishing sector to operate draught in certain areas. Nevertheless, it is not yet clear to which extent the fishing sector, especially small scale and artisanal fisheries will be affected. Such an extensive intervention in existing "status quo", by which a lot of European fishermen and the whole fishing sector might be affected, should only be implemented after a comprehensive investigation.

This hearing will focus on the impact and effects of the planned measures.

The Committee on Fisheries will hold a hearing on "The state and development of the biomass of fish stocks managed by the Common Fisheries Policy" on 27 February 2017, from 15:00 to 17:00.

The purpose of this hearing is to better understand the difficulties to reach and maintain healthy fish populations' biomass levels, which is one of the central objectives of the new CFP. Representatives from science, NGOs and Fishermen are invited to explain their views on this issue.
