Joint public REGI-COTER hearing on implementation of the Urban Agenda for the EU - State of Play: 29 June 2017 - 9:00 to 12:30

A Joint Public Hearing with the COTER Commission (Committee of the Regions) on "Implementation of the Urban Agenda for the EU - State of Play", in the course of the REGI extraordinary meeting on Thursday 29 June 2017 is a hearing giving the opportunity for a first evaluation of the 12 thematic partnerships, which are the key delivery mechanisms of the Urban Agenda.

On Wednesday, 15 June 2016, from 16:30 to 18:30, the REGI committee organised a Public Hearing on the Evaluating the contribution of the European Structural and Investment Funds (art.16(3) Common Provisions Regulation). The hearing was chaired by REGI Chair Ms Mihaylova and has focused on the Cohesion Policy regulations in the 2014-2020 programming period. Four experts presented the experiences and challenges in implementation of the Operational Programmes and Partnership Agreements.

The Committee on Regional Development (REGI) organised a Joint REGI-COTER Public Hearing on the Implementation of the EU Urban Agenda: “Towards the Pact of Amsterdam” during its extraordinary Committee meeting of 25 January 2016.

On 13 October, the REGI committee held a joint meeting with the COTER commission of the Committee of the Regions. One of the topics discussed was the EU's urban agenda and the progress that might be expected during the Dutch presidency of the Council in the first half of 2016. The two chairs signed a joint statement. As a follow-up to the joint statement, the two committees have decided to hold a joint hearing on the urban agenda and discuss it from the perspectives of academics and practitioners in the field.

The Committee on Regional Development (REGI) organised a Public Hearing entitled "Simplification and cutting red tape in European Structural and Investments Funds," during its meeting on 15 October 2015. Simplification has been a constant feature of discussions about Cohesion Policy and was a key item during the negotiations on the legislative package for the programming period 2014-2020.

The aim of simplification is to improve policy implementation and increase the efficiency and effectiveness as well as the accessibility of European Structural and Investments Funds. This has become even more important in the challenging context of the economic and financial crisis.

The scrutiny of the implementation of the wide range of simplification measures in Cohesion policy is an essential responsibility of the REGI Committee as they have an impact both on the set up and on the policy on the ground.


Public Hearing on Cohesion Policy and Marginalised Communities

The Committee on Regional Development (REGI) organised a Public Hearing entitled "Cohesion Policy and Marginalised Communities". The hearing complemented the preparation of an own-initiative report on the same topic drafted by the EP rapporteur Ms Terry Reintke.

The report and the hearing aimed to strengthen the capacity of cohesion policy to tackle issues related to "marginalised communities". These communities were identified as a target group for support from cohesion policy instruments in 2010, during the implementation of the 2007-2013 programming period.

This development was confirmed as an element in the successor generation of the policy (2014-2020) in the course of the negotiations which led to the adoption of the relevant legislative instruments.
