DNAT: Delegation for relations with the NATO Parliamentary Assembly

On 12 December 2001, the European Parliament decided to set up an inter-parliamentary Delegation for relations with the NATO Parliamentary Assembly (DNAT) composed of 10 Members.

DNAT has organised several joint meetings with the NATO PA. Notably, on 6 November 2012, DNAT held a joint meeting with the NATO PA in association with the Centre for Democratic Control of the Armed Forces (DCAF) on 'NATO Missile Defence - Political and Budgetary Implications' in preparation of the NATO PA Annual Session in Prague. The meeting focused on the state of play of NATO's missile defence system, the geopolitical environment, its budgetary implications for national defence budgets, and in particular its impact for NATO-Russia relations.

An impressive list of high-ranking officials from NATO, EEAS and other international organisations, has addressed DNAT Members in the context of the delegation's meetings. The discussion included topics such as: NATO missions and operations, transatlantic security cooperation, EU-NATO cooperation on cyber defence, and hybrid threats.

On 4-5 June 2018 DNAT Members and MPs from 14 countries of the NATO PA held a Joint High-Level Event entitled 'Countering new threats together - a new era of EU-NATO cooperation'. This inter-parliamentary meeting discussed enhancing the parliamentary dimension of EU-NATO cooperation. It also focused on the EU-NATO Joint Declaration, which was signed by the President of the European Council, Donald Tusk, the President of the European Commission, Jean-Claude Juncker, and the Secretary General of NATO, Jens Stoltenberg.

The role of DNAT is particularly pertinent throughout the new phase of interaction between the EU and NATO, in relation to the seven target areas jointly agreed by the two organisations, notably: 1. countering hybrid threats; 2. operational cooperation including at sea and on migration; 3. cyber security and defence; 4. defence capabilities; 5. defence industry and research; 6. exercises; 7. supporting Eastern and Southern partners' capacity-building efforts.
