Statement on the decision of the European Council of 23 June 2022 on granting EU candidate status to Moldova

Statement by the Chair of the European Parliament Delegation to the EU-Moldova Parliamentary Association Committee, MEP Siegfried MUREŞAN,

on the decision of the European Council of 23 June 2022 on the EU membership application of Moldova

Brussels, 23 June 2022 - "The European Council decision to grant EU candidate status to the Republic of Moldova is a victory for the citizens of Moldova and a victory for the strong political leadership we are witnessing now in Chisinau.

The Commission acknowledged last week that the country has recently embarked on a strong reform agenda and has established a solid basis to further alignment with the EU acquis.

Indeed the Republic of Moldova is led today by the most reformist, pro-European government in the last 30 years. President Maia Sandu, the Government of Moldova and the Parliament of the Republic of Moldova are united in the implementation of the necessary reforms to bring Moldova closer to the European Union.

In addition, by welcoming over half a million refugees on its territory and offering them shelter, food and healthcare, the Republic of Moldova has proven, beyond any doubt, that it acts in European spirit. The citizens of Moldova have proven their merit for a European perspective.

We can only live in safety and security within the borders of the European Union if our immediate neighbouring countries are safe and stable. This is why providing a European perspective to the people of Moldova is also in the fundamental interest of all citizens of the European Union."

Chişinău, 2 December 2021 - "The European Parliament and the Parliament of the Republic of Moldova held the 10th meeting of their Parliamentary Association Committee (PAC) today in Chişinău, in a limited format, due to the Covid-19 related travel restrictions.

This was our first meeting since the early parliamentary elections of 11 July. Further EU financial support, conditional on fulfilment of previously agreed criteria, will be of paramount importance in this regard[...]

Statement by the Chair of the D-MD on the ratification of the Istanbul Convention by the Parliament of the Republic of Moldova

Brussels, 19 October 2021 - "I very much welcome the ratification of the Council of Europe Convention on preventing and combating violence against women and domestic violence

(the Istanbul Convention) by the Parliament of the Republic of Moldova.

The Istanbul Convention is the first legally-binding international instrument on preventing and combating violence against women and girls. It establishes a comprehensive framework of legal and policy measures for preventing such violence, supporting victims and punishing perpetrators.

Violence against women and girls is one of the most abject and pervasive form of human rights violations, and it is a tragic manifestation of gender inequality and systemic gender-based discrimination. [...]

11 June 2020: Joint Statement, EU-Moldova Parliamentary Association Committee Bureau

The EU-Moldova Parliamentary Association Committee held an informal bureau meeting on 10 June with the aim to discuss the impact of Covid-19 on the Republic of Moldova, the EU's aid and macrofinancial support and the political developments in the country.
The meeting was co-chaired by the co-Presidents of the Parliamentary Association Committee EU-Moldova, Siegfried Muresan MEP, the European Parliament's Chair of the Delegation on relations with the Republic of Moldova and Monica Babuc MP, Chairwoman of Moldova's Delegation.

Following the exchange between the two delegations, the two delegations made a joint statement:
"The Covid-19 pandemic has hit hard many countries and has caught them unprepared, including the Republic of Moldova. The virus had a tragic effect on many Moldovan families and has seriously affected the economy, destroyed many jobs, and resulted in negative trade. It has also caught off guard an underdeveloped and understaffed healthcare sector.

"To this extent, the EU's aid and macrofinancial assistance came as a great support to the Moldovans in difficult times. The EU has shown once again that it remains a real partner ready to help the Moldovans in times of crisis. The Republic of Moldova also remains greatly thankful to individual EU states who provided support, such as Romania.

"At the same time, the high number of daily increases of coronavirus cases in Moldova continue to be of great concern to the European Parliament's delegation, especially following the government's decision to ease the lockdown measures. In order to avoid further lockdowns, it is necessary to invest in healthcare and increase the capacities of the hospitals. The Co-Chair Muresan has encouraged the Moldovan side to ask for and seek additional support from the EU or its member states to help and equip the healthcare sector to fight the virus as soon as possible. The EU is ready to provide financial support to Moldova based on previously agreed conditionalities and is keen to see the government adopting as soon as possible the necessary measures, such as the NGO law or CSM reform, in order to receive the second tranche of the EU assistance. In this respect, a transparent cooperation with the opposition and clear communication to the citizens will help in the process of fulfilling the EU conditions.

"In the meantime, both delegations have stated their willingness and openness to continue a close EU-Moldova dialogue within the Parliamentary Association Committee and serve in the best way possible the Moldovan citizens."
