5th April 2018, Association Implementation Report on Moldova

In line with the revised European Neighbourhood Policy (ENP), this report sets out the state of play of the commitments of the Republic of Moldova (hereinafter Moldova) under the EU-Moldova Association Agreement since the last meeting of the EU-Moldova Association Council on 31 March 2017 and ahead of its next meeting of 3 May 2018.

26 February 2018, Council conclusions on the Republic of Moldova

Foreign ministers had an exchange of views on the Republic of Moldova, including the implementation of the Association Agreement, EU engagement with Moldova and future perspectives ahead of the next parliamentary elections. They also discussed the role of Moldova within the Eastern Partnership and engagement in the field of security. The Council adopted conclusions at the end of the debate.

EU-Moldova Association Agreement

The "Association Agreement between the European Union and the European Atomic Energy Community and their Member States, of the one part, and the Republic of Moldova, of the other part" was signed on 27 June 2014 and has been in full effect since July 2016.

This agreement, which replaces the Partnership and Cooperation Agreement, is designed to provide a clear framework for strengthening bilateral cooperation between Moldova and the EU at both the political and the economic level. The Association Agreement provides for interparliamentary cooperation through the establishment of the EU-Moldova Parliamentary Association Committee (PAC).

Since the Agreement's provisional application since September 2014, Moldova has benefitted from a Deep and Comprehensive Free Trade Area (DCFTA) with the EU. This preferential trade system has allowed Moldova to benefit from reduced or eliminated tariffs for its goods, an increased services market and better investment conditions.
