Update on the Action Plan following the Declaration of the AU-EU Summit in 2017
The EC and the EEAS stressed that the implementation of the priorities of the Declaration of Abidjan from 2017 had started well.

Update on the post-Cotonou negotiations and the involvement of and implications for the African Union (AU)
Ambassador Ahwad Sakine Ahmat wished that the AU was more involved in the negotiations. He regretted that the EU-ACP negotiations will not improve coherence with the Joint EU Africa Strategy (JAES). The EC and the EEAS informed Members on progress made in the negotiations for a post-2020 ACP-EU partnership agreement.

Sustainable development, environment and green growth in Africa
Kaddu Sebunya, CEO of the African Wildlife Foundation (AWF), outlined the work of the AWF and the challenges it faces. He invited Members to insist on a prominent place for wildlife conservation, sustainable use of natural resources and global public goods in the new ACP-EU partnership agreement.

Feedback on the 31st Ordinary Session of the Assembly of the African Union (AU), Nouakchott, 1-2 July 2018
Ambassador Ahmat Awad Sakine, AU Permanent representative in Brussels, outlined the main topics discussed during the last AU Summit: the Continental Free Trade Agreement ratification process, progress on institutional reform, the Western Sahara issue, and the upcoming negotiations on post- 2020 AU-EU relations.

Presentation of the Special Report on EU support to the African Peace and Security Architecture (APSA)
Juhan Parts, Member of the European Court of Auditors, presented the main conclusions of the Special Report on EU support to the APSA.

Meeting of 4 July 2018, Strasbourg

The meeting included a debriefing on the inter-parliamentary meeting of the Delegation for relations with the Pan-African Parliament and the Pan-African Parliament, which took place in Midrand (South Africa) on 16-18 May 2018.

Follow-up on the Declaration of the AU-EU Summit in 2017
The EEAS and the EC reported on the lack of progress on a joint Action Plan following the AU-EU Summit in Abidjan on 29-30 November 2017, to be attributed to the complex internal procedures of the AU and its Member States. They also reported on some outcomes of the College-to-College meeting that took place on 23 May 2018, including the signature of a Peace and Security Partnership between the EU and the AU and on cooperation on the digital economy.

Draft programme of activities for the second semester of 2018 was adopted.

Follow-up on the Declaration of the AU-EU Summit in 2017
The Commission and the EEAS reported on progress on a joint Action Plan (AP) to be proposed in May 2018, first to EU Member States and then to the AU side, with references to financial instruments to be used. African Peace Facility (APF) financing is ensured until end 2018. Replenishment for 2019/2020 will depend on the discussion on the use of EDF reserves and on the Transition Plan that will be proposed on 2 May at the Somali Security Conference.

The meeting included also preparations for the Inter-Parliamentary Meeting of the Delegation for relations with the Pan-African Parliament and the Pan-African Parliament in Midrand (South Africa) on 16-18 May 2018.

Meeting of 5 March 2018, Brussels

Exchange of views with Ambassador Ahmat AWAD SAKINE, AU Permanent representative in Brussels, on the main outcomes of the AU Summit of 28-29 January 2018. The Summit focussed on the fight against corruption, the AU reform and its financing.

Follow-up on the Declaration of the AU-EU Summit in 2017
EEAS reported on progress on a joint Action Plan (AP). A first EU outline reflects AU proposals on infrastructure and has been shared with the AU. Peace and security is of common interest, and the aim is to develop strategic cooperation and take it to a new level. A college-to-college meeting will take place in May, where the AP would be launched, as well as a new framework on peace and security. Areas already agreed upon, such as cooperation on democracy and elections, are taken forward. How to fund the African Peace Facility is also looked upon.

The meeting included a debriefing of the PAP-EP Parliamentary Summit (Abidjan 27-28 November 2017) where an "Abidjan appeal" and a declaration on Libya were adopted. The appeal and the declaration were later presented by EP President Tajani and PAP President Roger Nkodo Dang at the opening session of the Heads of State and Government AU-EU Summit on 29 and 30 November 2018.

Outcomes and follow-up of the 5th AU-EU Summit were presented by the African Union representative, the EEAS and the EC. The final declaration of the 5th AU-EU Summit set out the joint commitment to invest in youth for a sustainable future. It focussed on four strategic priorities: Investing in people / Strengthening Resilience, Peace, Security and Governance / Migration and mobility / Mobilising Investments.

The delegation considered and adopted the draft programme of activities for the first semester of 2018.

Meeting of 16 October 2017, Brussels

Exchange of views on the state of preparation for the AU-EU Summit scheduled for the end of November 2017 in Abidjan, Côte d'Ivoire. An ad hoc delegation of the European Parliament will participate at the PAP-EP Parliamentary Summit in the days preceding the AU-EU Summit. Members are invited to submit contributions, comments and amendments to the draft EP position (on the Joint Africa EU Strategy- JAES), to be adopted ahead of the summit in Abidjan.

Presentation of a study on the implementation of the JAES by Dr Bernardo Venturi and Nicolò Sartori, of the Istituto Affari Internazionali (IAI) in Rome (Italy). Recommendations include enhancing the commitment of national governments and of civil society actors in the partnership, streamlining EU funding schemes and mechanisms, improving African capacities in peace and security, promoting reciprocity in the partnership, prioritising respect for human rights and migrants, and establishing an attractive and reliable framework for cooperation.

Meeting of 13 July 2017, Brussels

Jérôme Pigné, researcher at the Institut de Recherche Stratégique de l'Ecole Militaire, Paris (IRSEM) (Strategic Research Institute of the Military Academy, Paris) presented the Strategic Reflection Network on Security in the Sahel (2r3s). This network is building a platform, actively connected with relevant academic research and national, regional and international institutions as well as decision makers in all areas related to development and security in the Sahel region. Parliaments of the same levels are involved to ensure parliamentary scrutiny.

An exchange of views with European Commission, European External Action Service and African Union representatives was held on the state of preparations for the AU-EU Summit taking place in Abidjan on 29-30 November 2017. The Chair informed Members that the Conference of Presidents authorised an ad hoc delegation to participate in the Parliamentary summit on 27-28 November 2017 in Abidjan, just before the AU-EU Summit.
