Council conclusions of 19 June 2017 on the Progress report on EU-NATO proposals

On 19 June 2017 the Council of the EU issued conclusions on Progress report on the implementation of the common set of proposals endorsed by EU and NATO Ministers on 6 December 2016.
Recalling its earlier conclusions on the Implementation of the Joint Declaration by the President of the European Council, the President of the European Commission and the Secretary General of the North Atlantic Treaty Organisation, the Council announced that it
  • welcomed the progress made in the implementation of the common set of proposals (42 actions);
  • called for continued progress on implementation of the common set of proposals;
  • reaffirmed that EU-NATO cooperation would continue to take place in the spirit of full openness and transparency.
The next report, including possible suggestions for future cooperation, should be issued in December 2017.

Council conclusions on the 2016 EU-NATO Joint Declaration, Dec. 2016

In order to consolidate progress and further advance the cooperation of all areas listed in the 2016 EU-NATO Joint Declaration, the Council of the European Union endorsed a common set of proposals in December 2016.

The proposals focused on concrete actions for the implementation of the Joint Declaration developed jointly by the EU (EEAS and Commission services, with the EDA) and NATO. The proposals were intended to be read in conjunction with the Council Conclusions.

EU-NATO Joint Declaration, 8 July 2016, Warsaw

A "Joint Declaration" was signed by the President of the European Council, the President of the European Commission and the Secretary General of the North Atlantic Treaty Organization (NATO) at the NATO summit held in Warsaw on 8 July 2016.

The Declaration gives new impetus and substance to EU-NATO cooperation in the areas of:
  • countering hybrid threats;
  • operational cooperation including at sea and, in accordance with the Council Conclusions of November 2016, on irregular migration;
  • cyber security and defence;
  • defence capabilities;
  • defence industry and research;
  • exercises;
  • supporting partners' capacity building efforts in the Western Balkans, the Eastern and Southern Neighbourhoods and strengthening their resilience.
