EU-Israel Association Agreement

The "Euro-Mediterranean Agreement establishing an association between the European Communities and their Member States, of the one part, and the State of Israel, of the other part" was signed in Brussels on 20 November 1995 and entered into force on 1 June 2000.

The Agreement is part of the "Barcelona Process" - the Euro-Mediterranean partnership - which includes a number of "Euro-Mediterranean Association Agreements". Like all the agreements of this type, the EU-Israel Agreement contains:
  • a human rights clause;
  • provisions on political dialogue;
  • provisions relating to the free movement of goods, services and capital;
  • cooperation on economic, social, cultural and financial questions.

The Association Agreement launched an EU-Israel Association Council (bringing together ministers from both sides) and the EU-Israel Association Committee (bringing together senior officials). These two structure meet regularly to address political issues, economic topics, and cooperation. The text stipulates that:

"The Association Council shall take all appropriate measures to facilitate cooperation and contacts between the European Parliament and the Knesset of the State of Israel."
