Crisis management concept for a new civilian CSDP mission in Iraq

At the Foreign Affairs Council meeting of 17 July 2017, EU ministers approved a new Common Security and Defence Policy (CSDP) mission in Iraq.

The mission represents a response to a request from the Iraqi authorities for assistance in reforming civilian security sector reform.

One month before the meeting, on 19 June 2017, the Council issued conclusions on Iraq. These conclusions reiterated the willingness of the EU and its Member States "to step up their support".

Implementing the new CSDP mission will involve first adopting a crisis management concept. Ultimately, EU experts will provide advice and assistance in priority work areas.

EU-Iraq Partnership and Cooperation Agreement (PCA)

The "Partnership and Cooperation Agreement between the European Union and its Member States, of the one part, and the Republic of Iraq, of the other part" was signed in Brussels on 11 May 2012.

The EU-Iraq PCA is the main tool for the EU's support to Iraq. It provides a legal framework for improving ties and cooperation in a wide range of areas. These include political issues, counter-terrorism, trade, human rights, health, education and the environment.

Article 113 of the PCA establishes a Parliamentary Cooperation Committee: "a forum for Members of the Iraqi Parliament and the European Parliament to meet and exchange views."
