Delegation to the EU-Ukraine PAC of 26 October 2023

Visit of the three Bureau Members of the EU-Ukraine Parliamentary Association Committee of the Verkhovna Rada of Ukraine to the European Parliament (25-26 October).

Held on 26 October, the meeting focused on:

  • The state of play of Ukraine's progress to fulfil the 7 steps linked to EU candidate status ahead of the Commission's enlargement report
  • EU support to Ukraine in the context of multiple emerging crises and a changing global security environment
  • Mr Daniel SZELIGOWSKI, Coordinator Eastern Europe program, Polish Institute of International Affairs,
  • Mr Hennadiy MAKSAK, Executive Director, Foreign Policy Council "Ukrainian Prism"

Bureau meeting of the EU-Ukraine PAC of 26 October 2023

Visit of the three Bureau Members of the EU-Ukraine Parliamentary Association Committee of the Verkhovna Rada of Ukraine to the European Parliament (25-26 October).

Held on 26 October, the meeting focused on:

  • The security situation in Ukraine, EU support and engagement during the months ahead;
  • The state of play of the implementation of the 7 Recommendations of the European Commission linked to candidate status and the inter-parliamentary dimension of accession negotiations;
  • Planning of PAC activities for the near future/until end of legislature. Date and modalities of the next regular PAC meeting.

Extended Bureau meeting of the Delegation to the EU-Ukraine PAC of 17 May 2022

In the context of the ad-hoc Delegation visit of six Members of the Verkhovna Rada of Ukraine to the European Parliament (17-19 May), the invitation to the planned Bureau meeting of the Delegation to the EU-Ukraine PAC was extended to all its Members.

Held on 17 May, the meeting was focused on discussing the following:

  • Continued support to Ukraine in the context of the Russian military aggression;
  • Parliamentary follow-up to Ukraine's official EU accession request and strengthening interparliamentary cooperation;
  • Deepening economic and sectoral integration, preparing for a sustained post-war reconstruction effort;

The participants also exchanged on the preparatory work for the upcoming 14th EU-Ukraine Parliamentary Association Committee meeting which will take place on 8-9 June, in Strasbourg.

Virtual Informal EU-Ukraine PAC Bureau meeting of 17 March 2022

The Bureau of the EU-Ukraine PAC held a remote meeting on 17 March 2022 and discussed the following:

  • Update on the current situation and political initiatives in in the VRU and EP
  • PAC activities and forward planning
  • New working methods, contacts and strategic communication
  • Proposal for a EU-Ukraine PAC Statement

Virtual informal EU-Ukraine PAC Bureau meeting of 10 February 2022

The bureau of the EU-Ukraine PAC exchanged on several topics, namely:

  • Current situation related to the Russian military build-up;
  • Ongoing and upcoming parliamentary initiatives and activities [visits, plenary debates, resolutions], domestic developments;
  • Planning of the future activities of the EU-Ukraine PAC.


Virtual Informal EU-Ukraine PAC Bureau meeting of 29 September 2021

The meeting touched upon the preparations for the upcoming 23rd EU-Ukraine bilateral Summit (to be held on 12 October 2021) and the main results expected from the Summit.

The members also discussed the calendar of meetings that could be organised in 2022 and beyond, provided that the sanitary conditions in the EU and Ukraine would allow it.

Resuming tandem meetings in 2022 was also reconsidered and welcomed.

A joint statement initiated by the Co-Chairs of the EU-Ukraine PAC was published following the meeting.

An exchange of views on Russia's involvement in the conflict of the Ukrainian region of Donbas, in the presence of two guest speakers:

  • Ms Katharine QUINN-JUDGE, International Crisis Group (ICG )
  • Dr. Dumitru MINZARARI of the Stiftung Wissenschaft und Politik (SWP)

Virtual Informal EU-Ukraine PAC Bureau meeting of 15 June 2021

The meeting touched upon key issues of the EU-Ukraine bilateral agenda, namely the current security dynamics created by the build-up of the Russian troops at the Ukrainian borders, and the review of the Association Agreement (AA).

The proposal for a joint statement on North Stream II was perceived as timely and very welcomed given the latest EP resolution, which also calls on the EU members to reduce their energy dependency on Russia and, consequently, halt the completion of Nord Stream II.

Furthermore, the Bureau had an exchange on the latest legislative developments in Ukraine and at the European Parliament.

The Bureau decided to hold the next informal virtual PAC meeting on 1 July 2021.

Virtual Informal EU-Ukraine PAC Bureau meeting of 12 November 2020

The meeting was focused on discussing the EP report on the implementation of the EU-Ukraine Association Agreement (AA) in the presence of MEP Michael GAHLER (rapporteur, EPP, Germany). Furthermore, the Bureau decided to proceed with the preparations for a virtual Parliamentary Association Committee (PAC) meeting in December 2020, which will involve the remote participation of the full membership of PAC.

In light of the latest local elections in Ukraine held on 25 October 2020, the participants discussed the main takeaway of this process.

Virtual Informal EU-Ukraine PAC Bureau meeting of 1 October 2020

A discussion was organised via videoconference to address several issues of mutual interest in the run-up to the 22nd EU-Ukraine bilateral summit, including the expectations from the Summit, the planning of the upcoming PAC meetings given current epidemiological travel and sanitary restrictions, the crisis in the EaP region, namely in neighbouring Belarus and in Nagorno-Karabakh. The Bureau also exchanged on the upcoming local elections in Ukraine (to be held at the end of October 2020) and touched upon the review of the Association Agreement (AA).
