Rules of the EU-Albania Stabilisation and Association Parliamentary Committee (SAPC)

RULES OF PROCEDURE

Rule 1

The EU-Albania Stabilisation and Association Parliamentary Committee is established on the basis of the European Parliament's Conference of Presidents decision of 21 January 2010 and the decision of the Parliament of Albania of 26 March 2010, and on the basis of the EU-Albania Stabilisation and Association Agreement (notably, art. 122).

Rule 2

The task of the EU-Albania Stabilisation and Association Parliamentary Committee shall be to consider all aspects of relations between the EU and Albania and, in particular, the implementation of the Stabilisation and Association Agreement.

Rule 3

On a proposal from the Bureau of the Stabilisation and Association Parliamentary Committee, recommendations may be made to the European Parliament, to the Parliament and Government of Albania, to the Council of the European Union and to the European Commission.

Recommendations shall be considered adopted if they receive the support of a majority of the members of the delegation of the European Parliament and of the delegation of the Parliament of Albania present at the meeting. The same rule applies to the voting on the amendments to the Recommendations.

Rule 4

Each member of the EU-Albania Stabilisation and Association Parliamentary Committee shall have a single, personal, non-transferable vote. The EU-Albania Stabilisation and Association Parliamentary Committee shall vote by show of hands or electronically.

Rule 5

The EU-Albania Stabilisation and Association Parliamentary Committee shall be composed of an equal number of members appointed by the European Parliament and by the Parliament of Albania.

The term of office of the members of the delegations shall be decided in accordance with the rules, practices and decisions of competent bodies of the European Parliament and the Parliament of Albania.

Rule 6

The Bureau of the EU-Albania Stabilisation and Association Parliamentary Committee shall consist of the Chairperson of the delegation of the European Parliament, the Chairperson of the delegation of the Parliament of Albania and Vice-Chairpersons from both delegations.

The office of the Chairperson shall be filled by turns by the Chairperson of the European Parliament delegation and the Chairperson of the delegation of the Parliament of Albania. The Chairperson in office shall, where necessary, be replaced by the Vice-Chairperson of his or her delegation.

Rule 7

The EU-Albania Stabilisation and Association Parliamentary Committee shall meet twice a year, once in one of the workplaces of the European Parliament and once in Albania.

The draft agenda, which shall be drawn up by the Bureau, shall normally be sent to Members a fortnight in advance.

Meetings shall be held in public, unless the Stabilisation and Association Parliamentary Committee decides otherwise.

Rule 8

Each Member of the EU-Albania Stabilisation and Association Parliamentary Committee has the right to express their opinion on the discussed issues. A Member of the EU-Albania Stabilisation and Association Parliamentary Committee may speak when called upon to do so by the Co-Chairperson.

Members of the Stabilisation and Association Council, established under article 116 and following of the Stabilisation and Association Agreement, the Council of the European Union, members of the Albanian government, members of the European Commission and any other person may, by decision of the Bureau, attend and speak at the meetings of the Stabilisation and Association Parliamentary Committee, when called upon to do so by the Co-Chairperson.

Rule 9

The Secretariat of the EU-Albania Stabilisation and Association Parliamentary Committee shall be provided by the secretariat of the European Parliament, in collaboration with officials designated by the Parliament of Albania.

Minutes shall be drawn up for each session of the EU-Albania Stabilisation and Association Parliamentary Committee for approval at the opening of the following meeting.

Rule 10

Members may address meetings of the Stabilisation and Association Parliamentary Committee in an official language of the European Union or of Albania. Translation and interpretation will be provided on the basis of decisions of the Bureau of the Stabilisation and Association Parliamentary Committee, and in accordance with the internal rules of the European Parliament.

Rule 11

The travel expenses and subsistence allowances of Committee members and officials assisting them shall be paid by the Parliament that has appointed them.

Other expenses entailed by the meetings and activities of the Committee shall be apportioned between the European Parliament and the Parliament of Albania.

Rule 12

Changes to these rules, proposed by the Stabilisation and Association Parliamentary Committee, shall be submitted to the Bureau of the European Parliament and to the competent bodies of the Parliament of Albania.

The Co-Chairpersons or, at their request, the Bureau shall rule on all questions relating to the interpretation and implementation of the Rules of Procedure.
