Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Je me félicite de l’adoption de notre amendement visant à ce que 25 % du budget des aides européennes soit alloué au soutien à la protection et la restauration de la biodiversité et des écosystèmes marins.
Je dénonce, en revanche, le vote de la majorité conservatrice et libérale du Parlement européen qui a empêché l’adoption de l’amendement du groupe S&D visant à ce que les fonds alloués au suivi et au contrôle des activités de pêche et à la collecte de données soient augmentés de 15 % à 25 %.
Alors que la feuille de route internationale est extrêmement claire, plusieurs députés menés par le rapporteur du texte, Gabriel Mato (PPE, Espagne), ont ré-autorisé des subventions à la construction de bateaux de pêche qui étaient pourtant interdites par l’Union européenne depuis 2005! La délégation socialiste française s’est opposée à ces amendements.
De même, les eurodéputés socialistes ont voté contre les subventions destinées à augmenter la capacité de pêche (construction de nouveaux navires et ports de pêche, remplacement des moteurs...), contre les critères subjectifs retenus dans la définition de la «petite pêche côtière». Nous avons soutenu les amendements visant à accroître la transparence sur l’utilisation des aides européennes dans les États membres.

Nous nous réjouissons de l’adoption de ce texte car l'Union réduit la bureaucratie et les obstacles juridiques pour les régions transfrontalières dans le but de créer des emplois et propose des projets pour les citoyens. Cela devrait conduire à une cohésion sociale, territoriale et économique.

J’ai voté en faveur de ce texte car notre groupe se félicite des investissements étrangers directs dans l'Union, qui contribuent à la création d'emplois et à la croissance. L'Union doit toutefois être en mesure d'agir lorsque les investissements étrangers directs soutenus par un État dans l'Union ne fonctionnent pas selon des considérations de marché, mais mettent en œuvre une stratégie industrielle nationale visant à prendre des participations dans des infrastructures et technologies critiques et à transférer le savoir-faire hors de l'Union. Treize des 28 États membres de l'Union ont mis en place des processus nationaux de dépistage. Un mécanisme européen de coopération en matière d'examen analytique des IDE permettra d'échanger des informations sur les IDE en cours, d'accroître la sécurité juridique et la transparence, et de mieux analyser les tendances en la matière.
