Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Opinions - as rapporteur

Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. 'Erasmus': the Union programme for education, training, youth and sport (A8-0111/2019 - Milan Zver) HR

Zadali smo vrlo ambiciozan cilj – stvaranje europskog područja obrazovanja do 2025. Nije riječ samo o priznavanju kvalifikacija i diploma u cijelom EU-u nego i o razmjeni znanja i najnovijih spoznaja kako bi oni manje razvijeni, koji zaostaju u razvoju, mogli postizati razvojne skokove, a ne stalno korak po korak učiti ispočetka i sporo napredovati ponavljajući iskustva drugih.
Stoga, moramo biti ambiciozni i u dodjeli sredstava i zato tražimo tri puta veći proračun za Erasmus. Korist od novog programa imat će više od 12 milijuna ljudi, što je čak tri puta više u odnosu na dosadašnji program.
Zbog svega navedenog, podržavam ovaj prijedlog da se i proračun poveća tri puta.

Ovom Direktivom utvrđuju se opći aranžmani za robu koja podliježe trošarinama, kao što su energenti i električna energija, alkohol i alkoholna pića te prerađeni duhan. Naglasak je na proizvodnji, skladištenju i kretanju trošarinske robe među državama članicama.
Glavni je cilj Direktive omogućiti slobodno kretanje robe i istodobno osigurati da se države članice namire pravilnim iznosom poreznog dugovanja.
Kao izvjestiteljica u sjeni, podržala sam ovo izvješće.

Činjenica je da države kandidatkinje i pristupnice napreduju različitom brzinom i da često zbog nedostatnih administrativnih kapaciteta nemaju pripremljene strateške dokumente i projekte. Zato se ne slažem sa stavom da se instrument IPA treba raspodijeliti samo po tematskim prioritetima, a ne po državama ovisno o potražnji odnosno spremnosti projekata. Smatram da je jako važno i dalje imati indikativne iznose po državama korisnicima sredstava instrumenta IPA, a u državama u kojima nema dovoljno predloženih projekata i nisu dovoljno jaki kapaciteti, moramo pripomoći jačom tehničkom pomoći te moramo administrativno osnažiti Delegacije EU-a u tim državama, kako bi mogle adekvatno pomoći u korištenju sredstava instrumenta IPA.
Naš cilj nije da države međusobno konkuriraju i da se natječu za sredstva instrumenta IPA, pa one koje su bolje da više i brže napreduju. Naš cilj je pomoći svim državama da budu uspješne i napreduju što brže u procesu pridruživanja EU-u. Podržala sam ovo izvješće.
