Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Political groups designate a shadow rapporteur for each report in the responsible committee to follow progress and negotiate compromise texts with the rapporteur. Rule 215

Opinions - as rapporteur

Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. A munkavállalók szabad mozgása az Unió egyik alapszabadsága, amelynek a legfontosabb elve a fogadó tagállambeli munkavállalóhoz viszonyított bármely megkülönböztetés tilalma. A meglévő uniós szabályok egyértelműen rögzítik, hogy a szabad mozgás jogával élő munkavállalóknak a hazai munkavállalókkal azonos szociális és adókedvezményeket kell biztosítani. Az Európai Parlament álláspontja nagyon kevés teret adott a kompromisszum kialakítására, mert sajnos ugyanazt a protekcionista irányt követi, mint a kiküldetési irányelv. Célja a másik tagállamban történő munkavégzés megnehezítése, sőt ellehetetlenítése: jogvesztést előidéző intézkedésekkel és adminisztratív akadályokkal. Az alkalmazandó jogra és a munkanélküli ellátásokra vonatkozó fejezetek számos módosítója hátrányosan érinti a más tagállamban történő munkavégzést.
Egyes tagállamok, mint Ausztria, Dánia, Írország, Németország és Hollandia ráadásul szorgalmazzák a családi ellátások indexálásának uniós szintű bevezetését. (Az indexálás a családi ellátások oly módon történő számítását jelenti határon átnyúló helyzetekben, amikor a gyermek a szülő munkavállalási helye szerinti tagállamtól eltérő tagállamban él. A módszer lényege, hogy az adott tagállam nem biztosítja minden szülő számára egyaránt ugyanazokat az előnyöket, hanem a családi ellátás összegét a gyermek tartózkodási helye szerinti tagállam körülményeihez igazítva, a megélhetési költségek alapján számolja ki.) Magyar képviselőként ellenzem a családi ellátások indexálását, ezért ez ellen szavaztam, mert az indexálás a mobil munkavállalók és családjaik helyzetének radikális romlását eredményezné.

Supplementary protection certificate for medicinal products (A8-0039/2019 - Luis de Grandes Pascual) HU

A plenáris szavazáson elfogadott megállapodás rendkívül nagy előrelépés a magyar gyógyszeripar számára, mert megszünteti a generikus és bioszimiláris gyógyszergyártók versenyhátrányát a harmadik országok piacán, és a belső piacon is. Ennek következménye, hogy a magyar és európai generikus, illetve bioszimiláris gyártóknak a továbbiakban már nem kell harmadik országba helyeznie a gyártási kapacitásait annak érdekében, hogy az SPC időtartama alatt megkezdhessék a gyártást, így a gyártási mentesség hozzájárul majd a gyógyszeripar fellendítéséhez, a foglalkoztatás növeléséhez és jelentős közegészségügyi megtakarítást is ígér. Ugyanakkor a megállapodásban szereplő gyártási mentességhez kapcsolódó biztosítékok garantálják az originális gyógyszergyártók érdekeinek is a figyelembevételét, s egyben megakadályozzák a harmadik országbeli exportra gyártott termékek illegális beszivárgását az uniós piacra az SPC időtartama alatt. Ezen okok miatt támogattam a megállapodás elfogadását.

Justice programme (A8-0068/2019 - Josef Weidenholzer, Heidi Hautala) HU

Sor került a „Jogérvényesülési program” elfogadására is, amely eredeti célja a bírák továbbképzése, az európai igazságügyi együttműködés erősítése lett volna. A jelenlegi előterjesztés a programhoz azonban olyan új elemeket csatol, amelyek eltérnek az eredeti céltól. A program olyan civil szervezeteket erősítene, akik úgymond "védik" a jogállamiságot akár saját kormányuk ellen, és úgy finanszírozná ezen NGO-kat, mintha azok a tagállamok igazságügyi rendszereinek részét képeznék. Elfogadhatatlan számomra, hogy a politikai tevékenységet folytató civil szervezetek uniós forrásokból pénzeljék, ezért a FIDESZ néppárti delegáció tagjaként a szöveg ellen szavaztam.
