Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Opinions - as rapporteur

Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. CO2 emission performance standards for new heavy-duty vehicles (A8-0354/2018 - Bas Eickhout) PT

Votei favoravelmente o relatório Eickhout por considerar imperativa a regulação das normas de desempenho em matéria de emissões dos novos veículos pesados. Recordo que cerca de 400 000 cidadãos europeus morrem prematuramente por ano devido à má qualidade do ar e que os veículos pesados novos são responsáveis por um quarto do total das emissões de transporte rodoviário, ou seja, 6% do total das emissões de dióxido de carbono na UE. Destaco as propostas para obter uma redução de 30% das emissões dos veículos pesados novos até 2030. Sublinho que, no caso dos autocarros urbanos, se estabelece que 50% dos novos autocarros devem ser elétricos em 2025 e 75% em 2030. Noto que os nossos principais concorrentes à escala global já introduziram requisitos de redução do consumo de combustível ou das emissões desses veículos, pelo que a UE deve transformar esta oportunidade para se tornar líder em soluções de baixas emissões.

Promotion of clean and energy-efficient road transport vehicles (A8-0321/2018 - Andrzej Grzyb) PT

Votei favoravelmente o relatório Grzyb por concordar com a promoção de veículos de transporte rodoviário não poluentes e energeticamente eficientes. Realço a meta de 75% para a percentagem de veículos limpos a incluir nos concursos públicos de aquisição até 2030. Sublinho ainda que os incentivos para o recurso a veículos com emissões zero deverão melhorar a qualidade do ar nas cidades, criando melhores condições de vida e ambientes mais saudáveis; reduzir as emissões de gases com efeito de estufa de acordo com as metas estabelecidas no acordo de Paris e impulsionar a indústria europeia para a transição tecnológica, criando mais e melhores oportunidades de mercado. Por conseguinte, considero que esta prioridade deve estar presente na afetação dos recursos financeiros associados aos diferentes programas de coesão, convergência e competitividade, que são fundamentais para apoiar a transição e construir as infraestruturas necessárias.

InvestEU (A8-0482/2018 - José Manuel Fernandes, Roberto Gualtieri) PT

Votei favoravelmente o relatório Fernandes/Gualtieri por concordar com a criação do Programa InvestEU. Recordo que o programa InvestEU dará continuidade ao Plano Juncker após 2020 com o objetivo de mobilizar investimentos para apoiar o emprego, o crescimento e a inovação. Destaco o financiamento a infraestruturas sustentáveis; investigação, inovação e digitalização; pequenas e médias empresas; investimento social e competências. Finalmente saliento que as ações destinadas à concretização de objetivos climáticos deverão representar, pelo menos, 40% da dotação financeira global do programa.
