Je suis évidemment pour soutenir la lutte contre la fraude, notamment contre la corruption et la mauvaise utilisation des fonds européens. Cela dit, je ne peux tolérer l'utilisation de l'OLAF, et éventuellement d'un Parquet européen, comme arme politique contre mon parti, ce dernier étant de surcroît un levier supplémentaire d’intégration communautaire. Le renforcement de l’OLAF dans le sillage du Parquet européen est donc inacceptable. J'ai voté contre.

Les positions retenues dans ce rapport ne sont pas acceptables. En effet, elles maintiennent un cadre trop large: importance accordée à l’apprentissage tout au long de la vie, mobilité des enseignants, participation des pays tiers, le volet sport. De même, elles poursuivent l’élargissement du programme : le quasi triplement du budget, la création de DiscoverEU, la carte européenne étudiante, l’Espace européen de l’éducation, les universités européennes.
Je considère pour ma part que le programme gagnerait en efficacité s’il se concentrait sur un nombre restreint d’objectifs plutôt que de devenir un programme fourre-tout, conduisant jusqu’à une utilisation des fonds à destination des migrants. J’ai donc décidé de m’abstenir.

Il ne s’agit, en somme, pour le Parlement européen que d’autovalider son propre budget. De plus, le rapport lui-même se révèle sceptique sur certains points du budget, notamment sur l’extension à l’étranger des officines du Parlement, ou encore les budgets prévus pour la rénovation des bâtiments, qui manquent de transparence et augmentent de manière considérable. J’ai décidé de voter contre.
