Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Opinions - as rapporteur

Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. Rapporteurs of such opinions are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs of the opinion. Rule 56, Rule 57, Annex VI

. – I appreciate the good intentions of the AM from the Greens concerning AM84 and AM85. However, I voted against AM84 and AM85 because secret ballots should be preserved for votes regarding personnel. I fully support efforts to open up the voting process on legislation and promote more transparency in the European Parliament in general. However, in terms of voting for individuals for positions in Parliament such as Quaestors, Vice-President and President, the MEPs should be able to vote freely according to the conscience - and without pressure from outside stakeholders.

Association of the Overseas Countries and Territories with the European Union including relations between the EU, Greenland and Denmark (A8-0480/2018 - Maurice Ponga)

. – For decades, cooperation between the EU and Greenland has been strengthened and now covers important issues such as fisheries, research, environment and infrastructure. It is important to note that this report does not change this close cooperation.
I voted in favour of this report because it proposes a (small) increase in funding for Greenland. However, our support for the suggested new division of funding between the OCTs is dependent on the Council agreeing to the overall increase for the OCTs. In this regard, it is important to note that Greenland’s nominal funds must not be reduced as part of the next MFF. In addition, I would have preferred a stronger emphasis on Greenland’s strategic importance to the EU and on the special relations with Greenland.

Nuclear decommissioning assistance programme of the Ignalina nuclear power plant in Lithuania (A8-0413/2018 - Rebecca Harms)

. – I voted in favour of this report, because the European Union promised Lithuania assistance in decommissioning the old Soviet-era Iganilia nuclear power plant in Lithuania. This proposal helps the EU to live up to the commitment made at the accession of Lithuania to the European Union in co-financing the decommissioning of this plant. Decommissioning this plant is also an essential learning moment, and can heighten the EUs competence in closing these kinds of plans in the future.
