Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Opinions - as rapporteur

Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. La grave situación de sobreexplotación de los recursos pesqueros en el Mediterráneo nos aboca a tomar medidas para hacer las reformas necesarias y garantizar el futuro de nuestros recursos y de nuestras pesquerías. La propuesta de Reglamento para un plan de gestión multianual de demersales en el Mediterráneo Occidental fue presentada por la Comisión Europea en marzo del 2018, una fecha tardía que ha acelerado la negociación entre el Parlamento y el Consejo y, por lo tanto, con escasa posibilidad para evaluar la idoneidad de las propuestas de la Comisión, así como el impacto socio-económico a corto plazo de la propuesta. Los planes de gestión adoptados anteriormente para otras cuencas marinas dotaron de más tiempo para su elaboración. Ciudadanos hubiera preferido continuar la tramitación de este importante Reglamento durante los primeros meses de la próxima legislatura. En consecuencia, nos abstuvimos en la votación del acuerdo.

En nuestro espíritu de mantener la propuesta de Resolución común, fruto del consenso entre los grupos políticos, votamos en contra de las enmiendas propuestas por el Grupo S&D considerando que:
- son inicialmente inadmisibles, además de incongruentes con las propias decisiones del Grupo S&D, que parece desconocer lo que ya reconoció el pasado 4 de febrero de 2019, es decir, a Juan Guaidó como presidente interino de Venezuela. De forma mantenida y continua, las enmiendas socialistas se refieren al Gobierno de facto como «Gobierno de Venezuela», y al legítimo Gobierno lo denomina «oposición»;
- las enmiendas 1 y 2 son sustancialmente iguales y están perfectamente cubiertas por nuestro apartado 8, en el que insistimos que la única solución a esta crisis debe ser pacífica;
- las enmiendas 3, 4, 5, 6 y 7 están perfectamente recogidas en el apartado 13 (en el que se pide que el Grupo de Contacto Internacional colabore con el Grupo de Lima), el apartado 15 (multilateralismo en el marco de las Naciones Unidas) y en el considerando C (rechazo de la ayuda humanitaria por el régimen de Nicolás Maduro).

EU-Morocco Sustainable Fisheries Partnership Agreement (A8-0027/2019 - Alain Cadec) ES

El Acuerdo pesquero UE-Marruecos proporciona una atención especial al mantenimiento de los recursos pesqueros y, por lo tanto, impide su sobreexplotación, cosa que no ocurriría si, en lugar de este Acuerdo, se produjera la llegada de flotas de otros países que tienen por práctica esquilmar los recursos antes citados.
Este Acuerdo es respetuoso con la sentencia del TJUE ya que, conforme al informe jurídico de la Comisión Europea, se ha constatado que favorece el desarrollo de la población saharaui.
La UE y sus Estados miembros no reconocen la soberanía de Marruecos sobre el territorio del Sáhara Occidental, cuyo estatus legal lleva en discusión en las Naciones Unidas desde 1998.
Ciudadanos mantiene escrupulosamente el apoyo a la legalidad internacional establecida por las Naciones Unidas respecto del Sáhara Occidental como territorio no autónomo pendiente de proceso de descolonización.
