Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Political groups designate a shadow rapporteur for each report in the responsible committee to follow progress and negotiate compromise texts with the rapporteur. Rule 215

Opinions - as rapporteur

Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. Implementation of the EU-Colombia and Peru Trade Agreement (A8-0446/2018 - Santiago Fisas Ayxelà) IT

La Colombia conta oggi il maggior numero di omicidi di difensori dei diritti umani nel mondo (rapporti di Amnesty International e Front Line Defenders). Nel 2017 dei 313 difensori uccisi nel mondo, ben 212 erano latinoamericani, e di questi 92 sono stati uccisi in Colombia.
Nel report trimestrale dell’ONU sulla missione di verifica in Colombia, del 26 dicembre, si riferisce come soltanto nel settembre 2018 siano stati almeno sette gli omicidi di leader verificati, mentre 22 sono in fase di accertamento. Dalla firma degli accordi di pace ci sono poi 456 casi di omicidi, 163 dei quali già verificati dalle autorità colombiane.
Il Segretario generale ONU, Guterres, ha ribadito la preoccupazione per i continui attacchi contro i leader sociali e i difensori dei diritti umani in Colombia, nonostante gli impegni per l’attuazione degli accordi di pace presi dal presidente Ivan Duque nei suoi primi cento giorni di mandato.
La Colombia ha un serio e ripetuto problema con il rispetto dei diritti umani. Questa relazione è un’occasione persa per cercare di esercitare una reale pressione nei confronti del governo colombiano, perché non prende posizione netta su questa situazione. Per questo ho votato contro questa relazione.

La risoluzione presenta un buon avanzamento in tema di diritti fondamentali, incluso il diritto all'aborto libero e sicuro, di cui sono molto soddisfatta e ringrazio i colleghi deputati e deputate che hanno duramente lavorato su questo documento. Tuttavia, l'esplicita associazione tra antisemitismo e l'opposizione alle politiche di sangue che Israele mette in atto è per me inaccettabile. Per questo ho deciso di astenermi al voto generale della risoluzione.

Oggi a Strasburgo abbiamo votato la relazione Saïfi sulla relazione annuale sull'attuazione della politica commerciale comune (2017/2070(INI)).
Vorrei esprimere le ragioni del mio voto contrario alla relazione. In generale considero che la relazione della collega Saïfi contenga elementi apprezzabili, abbiamo sempre lavorato molto bene insieme nella commissione INTA di cui entrambe siamo componenti.
Tuttavia l'impostazione generale della relazione opta per le politiche di liberalizzazione e favorisce le grandi concentrazioni invece che i piccoli investitori. Inoltre, ancora più significativo per la propensione del mio voto è la mancanza di un'indicazione vincolante in quei paragrafi che affrontano lo sviluppo sostenibile, che significa diritti umani, tra cui diritti delle donne, i diritti del lavoro e il rispetto degli standard in materia di difesa dell'ambiente.
La mancata richiesta di un vincolo rende queste clausole soltanto dei propositi, quando nelle due relazioni di cui sono stata relatrice sull'uguaglianza di genere negli accordi commerciali dell'UE (A8-0023/2018) e sull'attuazione delle raccomandazioni 2010 del Parlamento sulle norme sociali e ambientali, i diritti umani e la responsabilità delle imprese (A8-0217/2016) proprio questo Parlamento aveva raggiunto altri e migliori risultati da questo punto di vista.
Penso che non si debba mai retrocedere rispetto a tali avanzamenti che tutelano il bene di tutte e di tutti.
