Reports - as rapporteur

L'aria nelle nostre città è sempre più inquinata: solo nella pianura Padana, il territorio da dove provengo, le giornate di sforamento dei valori massimi di polveri sottili sono in media più di 35 l'anno e in Italia più di 90 mila morti premature all'anno sono legate all'inquinamento.
Con questo rapporto che votiamo oggi sosteniamo i nostri amministratori locali nel loro lavoro per migliorare la qualità dell'aria agendo sulle regole per gli appalti pubblici europei, che stabiliscono dei target per l'acquisto di mezzi a basse e zero emissioni. Arriverà presto in plenaria un'altra direttiva sui livelli massimi di emissioni di CO2 per gli autobus urbani, che prevede un livello minimo di produzione di autobus a zero emissioni in Europa al 50% al 2025 e al 75% dal 2030 in poi. In questo modo stimoleremo l'offerta europea di autobus urbani a zero emissioni e renderemo l'aria delle nostre città più pulita.

Sono molto contento che sia arrivato alla fine l'iter legislativo per l'approvazione della nuova strategia europea per un'economia circolare e un nuovo modello di sviluppo, che ci consente di fare un passo importante nella gestione dei rifiuti a livello europeo e soprattutto verso il superamento di quella "economia dello scarto" che ha caratterizzato la nostra economia. Complimenti al buon lavoro della collega Simona Bonafè, che porterà a un deciso aumento della quota di rifiuti che saranno riciclati e a una importantissima diminuzione dei rifiuti che si potranno conferire alle discariche insieme all'introduzione della raccolta differenziata obbligatoria anche per i rifiuti tessili e per quelli pericolosi. Se pensiamo che solo in Italia ogni anno si producono circa 500 kg di rifiuti pro capite, si capisce quanto sia importante una legge coraggiosa in questo campo; ne va del futuro dei nostri figli. Importantissima anche la parte sulla riduzione degli sprechi alimentari, che dovrebbero essere ridotti del 50% entro il 2030, incentivando la redistribuzione degli alimenti non più vendibili.
L'economia circolare, non è solo una "nuova" politica di gestione dei rifiuti, ma un modo diverso di gestire le materie prime: più rispettoso dell'ambiente e di tutti noi. Un'alleanza virtuosa tra ambiente e sviluppo sostenibile.

Le nostre case e i nostri edifici consumano troppa energia, ancora prodotta, peraltro, soprattutto con combustibili fossili. Questo crea costi ingiustificati per gli utenti, che si ritrovano a pagare bollette elevate, oltre ad emissioni di CO2 ed altri inquinanti nell'atmosfera che potrebbero essere ridotti, a beneficio dell'ambiente e della salute dei cittadini.
Purtroppo l'età media del parco immobiliare è avanzata, e il tasso di ristrutturazione degli edifici troppo basso; bisogna perciò avvalersi di strategie di rinnovo a lungo termine per migliorare le nostre case, trasformandole in vere e proprie case smart , integrate nelle infrastrutture energetiche e digitali. L'obiettivo che ci poniamo è ambizioso ma realizzabile: entro il 2050 tutti gli edifici dovranno essere a zero consumi energetici.
Se vogliamo rispettare gli impegni internazionali assunti nell'ambito dell'accordo COP21 di Parigi, pagare molto meno le nostre bollette e rispettare l'ambiente, questa è la strada da percorrere.
