Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Political groups designate a shadow rapporteur for each report in the responsible committee to follow progress and negotiate compromise texts with the rapporteur. Rule 215

Opinions - as rapporteur

Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. Con il voto di oggi sulla portabilità aggiungiamo un altro tassello importante alla creazione di un mercato unico digitale. Molti cittadini si spostano costantemente in Europa, per ragioni di studio, di lavoro o per un periodo di vacanza, ed è quanto mai essenziale garantire loro, l'armonizzazione dei servizi. Per questa ragione ho votato a favore di questo accordo. È molto importante definire giuridicamente le procedure per garantire l'effettiva portabilità transfrontaliera di servizi e contenuti online, ma occorre continuare a lavorare, insieme per l'armonizzazione e la modernizzazione delle infrastrutture tecnologiche a livello europeo, limitando il forte divario digitale tra le diverse aree del nostro continente. Certamente positivo l'ampliamento delle opportunità per i consumatori, è auspicabile che siano tra l'altro tutelati il diritto d'autore e la qualità delle industrie culturali e creative.

Nonostante, la decisione del settembre 2015, dove si concordava il trasferimento di 160.000 rifugiati dalla Grecia e dall'Italia entro settembre 2017, ad oggi è stato effettivamente accettato, il trasferimento di 18.770 persone soltanto, l'11% appena.
Questa risoluzione, che ho sostenuto con convinzione, chiede ai paesi UE di adempiere agli obblighi di accoglienza di richiedenti asilo, provenienti dalla Grecia e dall'Italia, i paesi maggiormente esposti all'arrivo di migranti dall'Africa Sub-Sahariana e dal Nord-Africa. Occorre dare la priorità ai minori non accompagnati e alle donne, troppo spesso vittime di violenza e tratta. Inoltre, è necessario che la Commissione UE utilizzi ogni mezzo in suo potere, incluse le procedure di infrazione, per fare rispettare a tutti gli Stati membri gli obblighi di solidarietà e condivisione delle responsabilità sull'asilo previsti dai Trattati.

La situazione in Ungheria ci preoccupa sempre di più. Gli attacchi alla stampa, le chiusure delle università, il respingimento dei migranti sembrano solo gesti estemporanei, invece sono il segnale evidente di un grave deterioramento dello stato di diritto, della limitazione della democrazia e dei diritti fondamentali e giustificano l'avvio della procedura formale per determinare se in questo Stato membro ci sia un "evidente rischio di grave violazione" dei valori dell'UE.
Come stabilito nella risoluzione, sono favorevole all'attivazione dell'articolo 7 paragrafo 1 per l'invio di specifiche raccomandazioni all'Ungheria al fine di impedire evidenti gravi violazioni dei valori fondanti dell'UE.
