Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Reports - as shadow rapporteur

Political groups designate a shadow rapporteur for each report in the responsible committee to follow progress and negotiate compromise texts with the rapporteur. Rule 215

Opinions - as rapporteur

Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. Rapporteurs of such opinions are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs of the opinion. Rule 56, Rule 57, Annex VI

Wir stimmen mit den Empfehlungen der Ombudsfrau weitestgehend überein. Wir fordern ein gleiches Maß an Transparenz im Rat wie im Parlament, da beide gleichgestellte Ko-Legislatoren sind. Dennoch ist es uns wichtig, dass Verhandlungen unter Verschluss stattfinden können, um Verhandlungsergebnisse nicht zu beeinflussen.

Wie jedes kontroverse Thema, kann auch dieser Bericht unterschiedlich interpretiert werden: Für mich ist es besonders wichtig, dass zukünftig Zulassungsverfahren und die Festsetzung von Werten wissenschaftlich basiert und von Ideologie befreit stattfinden.
An dieser Stelle deshalb ein Tipp an meine Kollegen: Wissenschaftliche Fakten lassen sich nicht durch Mehrheitsentscheidungen verändern.

. – Ich freue mich, dass wir mit der heutigen Abstimmung eine so große Mehrheit für die Stärkung der Rechte unserer Bahnfahrer erreicht haben. Die neuen Vorschriften gelten europaweit und sind einfach durchsetzbar: Im Falle von Verspätungen kann man nun mit einer fairen und angemessenen Entschädigung rechnen. Passagiere, deren Zug mehr als zwei Stunden zu spät kommt, sollen den Ticketpreis vollständig zurückerstattet bekommen. Mit diesen neuen Regeln bringen wir die europäischen Eisenbahnunternehmen dazu, pünktlicher und effizienter zu werden. Zudem schaffen wir mit den neuen Entschädigungsregeln Rechtssicherheit für Fahrgäste und Eisenbahnunternehmen gleichermaßen.
