Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Opinions - as rapporteur

Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. I cittadini della Gran Bretagna, in quanto cittadini anche dell'Unione europea, hanno, ad oggi, diritto di viaggiare liberamente fra gli Stati membri senza necessità di visti d'ingresso. In ragione del prossimo recesso dall'Unione del Regno Unito però, essi diventeranno cittadini di un paese terzo, e questo ha portato la Commissione a redigere la proposta in oggetto. Il relatore per il Parlamento, Stanishev, ha convenuto con quanto proposto dalla Commissione, ovvero che i cittadini del Regno Unito che sono "citizens" britannici, dovrebbero essere esenti dall'obbligo di visto quando si recano nell'Unione per soggiorni di breve durata, come previsto nell'ambito dell'acquis UE in materia di visti. Poiché, nella caotica situazione attuale venutasi a creare intorno alla Brexit, questa è l'unica soluzione ragionevole, ho votato a favore della relazione.

Con "Orientamenti per le politiche degli Stati membri a favore dell'occupazione" si intende quell'insieme di obiettivi prioritari comuni proposti dalla Commissione, in accordo con i governi nazionali, e che sono volti a favorire l'occupazione in Europa. Lo scorso anno, la Commissione ha provveduto ad allineare gli orientamenti per l'occupazione con i principi sanciti nel pilastro europeo dei diritti sociali, che vengono articolati in tre categorie: pari opportunità e accesso al mercato del lavoro, condizioni di lavoro eque e protezione e inclusione sociali. Strumenti necessari, poiché, nonostante le condizioni economiche e sociali in Europa siano migliorate, gli strascichi della crisi dell'ultimo decennio sono ancora ampi, e vanno dalla disoccupazione giovanile e di lunga durata, al rischio di povertà in molte parti d'Europa. Bisogna continuare con le misure e le azioni intraprese a sostegno di politiche per la creazione di nuova occupazione, e in particolar modo quella giovanile.
Il Parlamento europeo, e io, con il mio voto, abbiamo deciso di approvare favorevolmente questa decisione.

Il testo in oggetto rappresenta una vittoria netta per il settore europeo degli autotrasporti. Abbiamo chiesto, e ottenuto, meno burocrazia per gli operatori e norme più chiare. Sono state introdotte misure legate all'utilizzo delle tecnologie digitali per facilitare il lavoro degli autotrasportatori e dei conducenti, così anche da ridurre i tempi di controllo su strada, ovvero il controllo del rispetto della documentazione ai fini fiscali durante il trasporto, che spesso rappresentava una eccessiva perdita di tempo per i conducenti. Nello specifico, poi, del distacco transnazionale degli autisti, e sul principio del diritto a "una stessa paga per lo stesso lavoro", nel testo approvato si prevede l'applicazione delle regole del distacco dal giorno 1, sia per le operazioni di cabotaggio, che per il trasporto internazionale, con l'esclusione delle operazioni di transito e di trasporto bilaterale.
Grazie alle altre diverse misure contenute in questo testo, per il quale ho votato a favore, l'Unione europea mette un punto alle pratiche sleali, spesso messe in atto da paesi dell'Est Europa a nostro danno.
