Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Opinions - as rapporteur

Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. Rapporteurs of such opinions are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs of the opinion. Rule 56, Rule 57, Annex VI

O Banco Europeu para a Reconstrução e o Desenvolvimento é uma instituição relevante para o financiamento de projetos de elevado valor acrescentado na Europa e além-fronteiras.
Nas atuais circunstâncias, o apoio do BERD à Ucrânia é particularmente importante e exige compromissos financeiros de larga escala. Compreendo, por isso, decisão de aumento do capital em 4 mil milhões de euros e a urgência de garantir que a União acompanhe esse aumento, mantendo uma participação direta de 3% no capital do Banco.
Destaco a relevância da participação conjunta da União e Estados-Membros no capital, de 54,4%, sublinhando a importância de manter uma participação maioritária no BERD.
Congratulo o processo de decisão rápido e eficaz nesta matéria e associo-me ao apelo de empenho no apoio à Ucrânia que esta decisão representa.

O Regulamento Financeiro desempenha um papel particularmente importante nas finanças e no funcionamento da União Europeia enquanto “conjunto único de regras” que estabelece os princípios e as regras financeiras gerais aplicáveis à elaboração e execução do orçamento da UE e ao controlo das finanças da UE.
Na sequência da entrada em vigor do quadro financeiro plurianual (QFP) 2021-2027, é necessário alinhar o Regulamento Financeiro ao QFP, para que todas as regras financeiras gerais sejam incluídas neste conjunto único de regras.
A CE apresentou uma proposta de revisão deste Regulamento que, muito embora fosse um passo na direção certa para uma melhor gestão das finanças da UE, ficava aquém do que é necessário e possível alcançar para garantir uma melhor responsabilização democrática em relação ao orçamento da UE, algo que poderá ser conseguido através do reforço da supervisão parlamentar, da digitalização e da integração das políticas importantes da UE. Por isso, acompanhei as propostas de alteração votadas em plenária.

O sistema de proteção dos desenhos e modelos europeu tem mais de 20 anos. As legislações dos Estados-Membros em matéria de desenhos e modelos industriais foram parcialmente harmonizadas pela Diretiva 98/71/CE do Parlamento e do Conselho, de 13 de outubro de 1998.
Paralelamente aos sistemas nacionais de proteção dos desenhos e modelos, o Regulamento (CE) n.º 6/2002 do Conselho, de 12 de dezembro de 2001, instituiu um sistema autónomo de proteção dos direitos unitários com efeitos idênticos em toda a UE, sob a forma de desenho comunitário registado e de desenho comunitário não registado. Este regulamento só foi alterado uma vez, em 2006, para tornar efetiva a adesão da UE ao sistema internacional de registo da Haia.
A presente proposta altera o Regulamento (CE) n.º 6/2002 do Conselho. A presente proposta constitui um pacote coerente na implementação do plano de ação em matéria de propriedade intelectual, com o objetivo de modernizar e harmonizar ainda mais a atual legislação da UE relativa à proteção dos desenhos e modelos, bem como de a tornar adequada à era digital e mais acessível e eficiente para os requerentes em termos de redução dos custos e da complexidade, maior rapidez, maior previsibilidade e segurança jurídica.
