Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

I matrimoni precoci e forzati comportano una violazione dei diritti umani e di genere. Oggi, sono 144 i Paesi (su 193) che non dispongono di alcuna legge che vieti i matrimoni infantili. Le ragazze tra i 15 e i 19 anni che ogni anno partoriscono un figlio sono 16 milioni e almeno un milione di ragazze diventano madri prima di compiere i 15 anni. Il problema aumenta se si considera che alcuni Stati membri dell'UE consentono il matrimonio a 16 anni con il consenso dei genitori. La discussione di oggi vuole affrontare il tema e chiedere ai Paesi dell'Unione di indirizzare le proprie attività a questo proposito. Va ricordato sempre, però, che il divieto legale dei matrimoni infantili, precoci e forzati in sé non garantisce la cessazione di tali pratiche, e che i mezzi di contrasto devono essere decisivi ed efficaci, agendo a livello della pratica. A questo proposito, è opportuno rivolgersi ad alcune realtà che lavorano a stretto contatto con queste situazioni come il caso del partenariato globale "Girls Not Brides" nella lotta contro il matrimonio infantile e nell'aiutare le ragazze a realizzare il loro potenziale.

La presente, è la prima relazione completa della commissione per la cultura e l'istruzione, che tratta direttamente la questione dell'accesso alla cultura. Il relatore considera la questione dell'accesso alla cultura, un tema cruciale alla base della politica culturale, sia dal punto di vista nazionale che da quello europeo e d'importanza fondamentale, anche dalla prospettiva dei cittadini. L'ambito della relazione è sicuramente più ampio di quanto non indichi il titolo. Essa non tratta esclusivamente degli ostacoli strutturali e finanziari, ma anche delle barriere sociali e digitali. Il relatore considera il livello d'istruzione uno dei fattori più importanti che influiscono in modo indicativo sul grado, ma anche e soprattutto, sulla qualità, della partecipazione alla cultura. Come chiaramente espresso nella presente relazione, ritengo che il sostegno pubblico costituisca lo strumento principale per il finanziamento delle attività culturali e pertanto, la Commissione e gli Stati membri, nell'ambito delle rispettive competenze, sono invitati a destinare una parte sufficiente del loro bilancio al sostegno pubblico alla cultura.

Ad un anno dalle prossime elezioni europee, oggi ci siamo occupati di assicurare una soluzione per la futura composizione del Parlamento. La proposta che ne è oggetto propone di rispettare i principi ex articolo 14 TUE circa la non-perdita di seggi per alcuno Stato membro, e la redistribuzione minima di quelli vacanti al momento successivo l'uscita del Regno Unito dall'Unione. Dall'altro lato, le modifiche proposte riguardano il fatto che nessuno Stato meno popoloso riceva più seggi rispetto ad uno che invece presenti una demografia più alta, e che la proporzione popolazione-seggi aumenti all'aumentare della popolazione totale di ciascuno Stato membro, che verrà calcolata da Eurostat sulla base dei dati più recenti forniti dalle nazioni stesse. La condizione del Regno Unito sarà disciplinata da una decisione del Consiglio fino a che il suo status non cambierà ufficialmente: in quel momento l'assegnazione dei seggi verrà rivista e ci sarà una nuova distribuzione. Ritengo che non si possa più continuare ad utilizzare un metodo di assegnazione dei seggi ormai obsoleto: è prioritaria una sua rinnovazione, che assicuri che la voce di ogni cittadino venga riportata al Parlamento, che rappresenta la loro casa in Europa.
