I have supported the EU budget for 2019, its commitment appropriations are for 2019 total equals EUR 165.8 billion and in payment appropriations total EUR 148.2 billion. The main priorities among others are the youth, boosting employment and tackling migration. I think it is very important that EUR 490 million are foreseen for Erasmus + programmes and to encourage innovation. I believe that it reflects current EU priorities and that a good compromise has been reached.

The European Union today is facing a huge number of global and security challenges on the international scene – from interstate conflicts and terrorism to hybrid warfare and cyber-attacks. These are challenges that cannot be overcome by any single Member State. The EU should follow its responsibility to safeguard its own security, bring more confidence and credibility to its own external policy and embrace its role as a global player seeking peace and human development worldwide. This is what our citizens expect from us and what our partners demand.

There is no doubt that digital skills will become the basis of our near future and digital education will play a key role in this regard. It will bring new opportunities as well as new challenges for economic growth, our daily lives and education systems. Unfortunately, the European education scheme currently does not have a mandatory basis for evaluating digital skills. Moreover, there is a huge difference in using technology in class across European Union Member States. Therefore, there is a high and essential demand for the development of an EU-wide strategy for education in digital skills and for the setting of common goals for reaching a given level of digital competence. Thus, I welcome and support this resolution, and my vote was in favour.

. ‒ I voted in favour of this proposal. It is very important that growth and environmental protection goes hand in hand with economic growth. We need to do more to reach the EU 2030 Climate and Energy targets and this Programme is an adequate financial instrument to facilitate this. This means a transition to a circular economy and reversing biodiversity loss. We need to ensure a performance based budgeting which corresponds our ambitions.

. ‒ Thirty-thousand people have died trying to reach Europe since 2000, and this is shocking. I voted in favour of this report. I believe that the most important consideration is to ensure that people who are really in need of humanitarian protection can apply for asylum and receive refuge without actually putting their lives in danger. These humanitarian visas will help to improve the management of migration, combat smuggling and make better use of migration funds.

Ny europeisk kulturagenda (A8-0388/2018 - Giorgos Grammatikakis) EN

A potential essential role which culture could play in creating a more cohesive and inclusive Europe, in my opinion, is currently underestimated. Thus, I strongly congratulate an initiative to boost cooperation on culture at the EU level. I believe culture could help in addressing the growing polarisation and in enhancing social cohesion, well-being in Europe. Furthermore, we should not forget the potential of international cultural relations. We still have lots of space in improvement of the role of culture in the European Union external relations. Let’s use it. To sum up, I welcome this report and once again underline that in these challenging times culture could lead us to our common bonds which unite and connect us.

Omsorgstjänster i EU för förbättrad jämställdhet (A8-0352/2018 - Sirpa Pietikäinen) EN

The current statistics show that women spend disproportionally more time on the unpaid domestic and care work for their dependent relatives than men. Consequences of this are very serious including poverty and social exclusion. With this resolution we are calling for an improved gender equality by providing more possibilities to access adequate care services in the EU Member States. I believe this is very important.

Having seen the deteriorating rule of law situation in Hungary and Poland, there is a reason to be concerned. This mechanism would ensure that democracy, rule of law and fundamental rights would be better protected in all EU Member States. Through this mechanism, we suggest ensuring that EU values would be assessed in the MS annually and also call the Council to assume its role when applying Article 7 proceedings.

With this report we are calling for a ban on the use of EU funds for private schools in the field of education. Money cannot be used to profit commercial education providers. In order to achieve effective implementation of the UN Sustainable Development goals it is crucial to guarantee that EU funds are used in a transparent manner by funding quality public education.

. ‒ Energy efficiency is a crucial principle of the European Union’s energy policy. Thus, I voted in favour of this report, which is one of the three very important reports on the Clean Energy Package – a package that deals with the goals towards achieving the 2030 aims. Moreover, it commits the EU to renewable energy and energy efficiency aims in line with the Paris Agreement. It also has clear and tangible paybacks for consumers, such as improved air quality and living conditions, possible savings on energy bills and more transparent household bills.

. ‒ I voted in favour of this regulation, which calls for each European Union Member State to arrange an integrated National energy and Climate plan. It definitely will provide a genuine European benefit and allow us to assess progress in achieving the Energy Union in all dimensions of energy, climate policy, since it brings a rational and robust tool to ease the collective attainment of the binding EU renewables goals. Therefore, I would like to encourage the EU Member States to implement it, as quickly as possible, as comprehensively as possible, with a stress not just on the opportunities in terms of technology and renewables but also on lowering energy consumption.

I hope it will encourage many households to be more involved in the clean energy transition and will encourage hundreds of thousands of jobs to be created in the green industries. Furthermore, this report has generated some very significant results for the renewable energy sector by providing the ambition that I believe will drive investments into the environment of renewable energy across Europe. I am certain it will have a positive influence on all European citizens. Thus, I support this report and my vote was in favour of it.

Rättsstatsprincipen i Rumänien (B8-0522/2018) EN

. ‒ I voted in favour of this resolution. I am deeply concerned about the state of the rule of law and judicial independence in Romania. Substantial efforts have been made in the society to launch a fight against corruption, but these are now are being hampered by changes in Romania’s criminal code aimed at decriminalising corruption in office. The Romanian Constitutional Court has assessed the changes as unconstitutional. We need to ensure that the Romanian authorities put in place necessary safeguards in the current situation.

However, I truly believe that it could help to solve many problems, which development cooperation and humanitarian action face, especially to overcome challenges in reducing poverty. Digital technologies have huge potential also in terms of increasing the competitiveness of the economy and generating employment prospects. Digitisation can be a powerful development tool in a number of policy areas such as economic growth, governance, education and many more. Thus, my vote was in favour of this report.

. ‒ I am in support of the implementation of automated data exchange, regarding DNA data within Ireland. I support this proposal in regard to the Council draft 11282/2018, Article 39(1) of the Treaty on European Union, Article 9 of Protocol No 36, Council Decision 2008/615/JHA. I approve the Council draft and the forwarding of its position to the Council and the Commission. If the Council wishes to depart from the text provided by Parliament or substantially amend the text, then the Council is asked to notify Parliament beforehand. Finally, I am in support of the appointment of the Committee on Civil Liberties, Justice and Home Affairs (LIBE) as the committee responsible for this procedure.

Minskning av vissa plastprodukters inverkan på miljön (A8-0317/2018 - Frédérique Ries) EN

. ‒ I am in full support of the proposal to decrease the impact that certain plastic products are having on our environment. I favour how the Commission is targeting 10 main sources of macroplastics and single-use plastics (SUPs) which contribute 70% of marine litter. The Commission wants to introduce an EU-level ban on nine types of SUPs and plans to give a four-year period to Member States to choose how they will implement the ban.
The reduction of SUPs in our environment will help avoid EUR 22 billion of damages by 2030 and could potentially lead to the creation of 30 000-50 000 jobs. Smaller goals within this proposal seek to reduce cigarette filters by 50% as of 2025, ban non-hygiene related ultra-light plastic bags, and increase the monitoring systems that account for lost fishing gear. I, along with 95% of Europeans, think that SUPs are an urgent issue, and that is why I support this proposal.

Ansvarsfrihet 2016: Europeiska stödkontoret för asylfrågor (Easo) (A8-0299/2018 - Bart Staes) EN

. ‒ I support the decision on discharge in respect of the implementation of the budget of the European Asylum Support Office (EASO) for 2016 and the suggestions made for a resolution. The EASO is urged to reform its budgetary management, specifically in relation to additional budgetary payments made towards the end of the financial year, public procurement procedure, and cancellations and carry-overs resulting from an increase in the number of asylum seekers.
In addition, I support the requests as to how the EASO will guarantee that future audits do not come back with irregularities (2/5 procurement procedures in 2017 came back irregular). In support of the proposals made, the EASO should submit its budget reform planning to the discharge authority as soon as possible, ensuring in particular that policies set during 2017 refer to the protection of whistle-blowers.

Pritariau šiam svarbiam pasiūlymui, kuriuo iš dalies keičiamos ES reglamento nuostatos dėl lėšų ekonominei, socialinei ir teritorinei sanglaudai. Šie pakeitimai yra labai pozityvi investicija į jaunąją kartą.
Pakeitimų pagrindinis tikslas – skatinti ekonomikos augimą ir jaunimo užimtumą, padidinant Jaunimo užimtumo iniciatyvos 2018 m. biudžetą 116,7 mln. eurų suma. Šia iniciatyva bus siekiama suteikti tikslinę paramą nedirbantiems ar nesimokantiems jaunuoliams, pavyzdžiui, finansuojant praktikas, stažuotes ar švietimo kursus, kuriais galima būtų įgyti kvalifikaciją. Manau, kad realių galimybių mokytis naujų įgūdžių finansavimas yra pats geriausias būdas įgalinti Europos Sąjungos piliečius. Išmokdami profesinių įgūdžių bei įgydami patirties ir pasitikėjimo savimi, jauni žmonės galės sėkmingai kurti savo ateitį, įsitvirtindami darbo rinkoje.

Samordning av rapporteringsskyldigheter på miljöpolitikens område (A8-0324/2018 - Adina-Ioana Vălean) EN

I support the environment policy proposal, which aims to streamline environmental reporting and monitoring of Union environmental policy. I agree with the Commission’s commitment to increasing transparency, modernising information management, and decreasing the administrative burden on Member States and the Commission. I agree that increasing the use of electronic tools and templates, along with reducing costs for stakeholders, will yield better data collection and faster comprehensive assessments that can be put to use in Member States. I also support the proposed changes and updates to Directives 2004/35/EC and 2010/63/EC, as well as Regulation (EC) No 995/2010. Finally, the Rapporteur’s consideration for aligning regulatory procedure with the Lisbon Treaty, regarding the delegation of power to the Commission by Parliament and the Council, also has my support.
