Where Parliament and the Council cannot reach an agreement at first or second reading, the matter goes to 'conciliation' (Rule 76). If the Conciliation Committee, composed of members of the Council and an equal number of MEPs (Rule 77), reaches an agreement, it adopts a joint text (Rule 78). This text is then submitted to Parliament and the Council for approval (third reading).
