This document provides a selection of key indicators in Member States that are or have been subject to a Macroeconomic Adjustment Programme. Greece is still under a programme, while Ireland, Portugal and Cyprus have exited their programmes and are now under so-called post-programme surveillance. For more information on the programmes, please see a separate document on Financial Assistance to EU Member States.

This document provides regularly updated information on EU Member States which receive or received financial assistance from the ESM, EFSF, EFSM, the EU balance of payments assistance facility, other Member States and/or the IMF. Against the background that since August 2018 all financial assistance programmes to EU Member States have been concluded, the document focuses now on the implementation of the enhanced surveillance framework for Greece and post-programme reviews (including IMF Article IV assessments) for Ireland, Portugal, Romania and Spain undertaken by the European Commission (EC) in liaison with the ECB (Post-Programme Surveillance, PPS), the IMF (Post-Programme Monitoring, PPM) and the ESM (Early Warning System, EWS).

One of the most politically-sensitive aspects of the current ‘Brexit’ negotiations is the issue of the border between Northern Ireland and Ireland. In many respects, the Irish border is unique, with some 200 possible crossing points along the 500km border. Managing such a porous border in the event that the UK, following Brexit, does not participate in a customs union with the EU, thus becoming an external EU border, presents significant challenges for the EU and UK alike. One of the most politically-sensitive aspects of the current ‘Brexit’ negotiations is the issue of the border between Northern Ireland and Ireland. In many respects, the Irish border is unique, with some 200 possible crossing points along the 500km border. Managing such a porous border in the event that the UK, following Brexit, does not participate in a customs union with the EU, thus becoming an external EU border, presents significant challenges for the EU and UK alike. In order to analyse the various options, on 26 November 2017, the Policy Department for Citizens’ Rights and Constitutional Affairs organised a workshop for the AFCO Committee to examine this question. As part of this, Lars Karlsson, a former director at the World Customs Organisation, proposed a solution in his paper ‘Smart Border 2.0’. This at a glance provides a short summary of the paper.

Following a relevant request by the Committee on Constitutional Affairs, the Policy Department for Citizens’ Rights and Constitutional Affairs has been compiling, on a regular basis, academic and scholarly material related to the process of, and the negotiations on, the withdrawal of the UK from the EU. Since the June 2016 referendum in the UK, Brexit-related literature has grown significantly and it is probably going to expand further in the future. Thus, this compilation is far from exhaustive; rather, it identifies some of the more useful articles, taking into account, in particular, the following elements: • Scholarly rather than a journalistic character of the publication • Originality and interest • Recent publication • Be of interest for the EU • Constitutional or institutional relevance.
