Understanding transport poverty

Transport poverty refers to a lack of adequate transport services necessary to access general services and work, or to the inability to pay for these transport services. Intertwined with social vulnerabilities, such as low income, old age or disabilities and with regional disadvantages, it has mainly been discussed at EU level in the framework of the 'fit for 55' package and the sustainable and smart mobility strategy. This Report provides the European Parliament’s Committee on Transport and Tourism (TRAN) with an overview of the EU’s 29 transport sector priorities and the National Recovery and Resilience Plan’s (NRRP) funding to achieve those priorities. Many European cities are confronted by increasing levels of traffic congestion due to high dependence on cars for mobility purposes. The negative economic and environmental side-effects are considerable. Reducing congestion in urban areas and improving options for sustainable and integrated mobility options in cities has therefore become a growing concern for EU policy makers.
