Amending the Comitology Regulation

When adopting implementing acts, the Commission acts under the scrutiny of the Member States (represented in specialised committees and an appeal committee) following mechanisms set out in the Comitology Regulation. In 2017, the Commission proposed amendments to this Regulation, aimed at eliminating 'no opinion' deadlocks in the appeal committee and increasing transparency in the procedure. The European Parliament is expected to vote on the proposal during the December plenary session.

The Country-Specific Recommendations (CSRs) are annually adopted by the Council based on the Commission (COM) proposals within the framework of the European Semester. Основните му цели са правната сигурност и улесненият и ефективен достъп до правосъдие, което включва установяване на компетентния съд, ясно посочване на приложимото право, а също и бързи и ефикасни процедури за признаване и изпълнение.

Съдебното сътрудничество по наказателноправни въпроси се основава на принципа на взаимно признаване на присъдите и съдебните решения и включва мерки за сближаване на законодателствата на държавите членки в редица области. Договорът от Лисабон предостави по-стабилна основа за развитието на пространство на наказателно правосъдие, като същевременно предвиди нови правомощия за Европейския парламент.

Договорът от Лисабон отдава по-голям приоритет на създаването на пространство на свобода, сигурност и правосъдие.
