Main Issues at Stake for the MOP 25 to the Montreal Protocol

At the 25th Meeting of the Parties (MOP 25) to the Montreal Protocol, two proposals to regulate hydrofluorocarbons (HFCs) are expected to be the key topic of discussion. HFCs are replacements for ozone-depleting substances and have a strong impact on global warming; the issue raises questions about links between the Montreal and Kyoto Protocols. MOP 25 will also discuss the replenishment of the Multilateral Fund that supports implementation of the Protocol. Requests for exemptions to allow certain uses of CFCs and methyl bromide to continue will be another key topic.
